Description of the contract

There are 4.6m private businesses in the UK. All face common business problems, with the critical business issue of finding and keeping customers being a common thread. Direct mail presents an effective solution to these business problems, however it is perceived as hard to buy, particularly for a new user of the medium. Royal Mail is creating a partnership between Royal Mail and mailing houses across the UK to provide a complete mail solution for the SME market. This will make mail easier to buy and bring new, local expertise to the SME coupled with the expertise and reach of Royal Mail’s nationwide sales force. This ‘SME Partner Programme’ aims to generate new revenues from businesses that currently do not use direct mail through a partnership with accredited mailing houses. To deliver this new demand, Royal Mail is seeking to appoint 30-60 mailing houses across all areas of the UK to meet new localised direct mail production demand led by Royal Mail as a sales channel. Key capabilities required include the provision of production, preparation, enclosing and despatch services for postings for independent customers. Please note the term Partner/Partnership is used for descriptive purposes only, Royal Mail Group Limited will not be forming or creating legal partnerships with any of the mailing houses – the nature of the arrangement will be that of a service concession contract INFORMATION ON CONTRACT VALUE: Royal Mail will be deploying 200 sales people into this initiative aiming to bring 12,000 new users into the mail medium within year 1 across the UK. Mailing houses will enter into direct contracts with the customers and be remunerated by the customers for services provided and then pay a fee to Royal Mail Group Limited for sales activity in generating the opportunity. It is currently anticipated that the fee to Royal Mail Group Limited will be set as a percentage of the postage revenues generated although this is subject to review. Any potential Leads will be distributed in accordance with various factors such as location and the capability and experience of the service provider to provide the requested services. Please note that no spend will come directly from Royal Mail however revenue may be generated from customers orders only.

How to apply

SUPPLIER INSTRUCTIONS: All suppliers must confirm their participation by emailing Vanessa Amissah ( to confirm their interest. Suppliers must complete the attached “Applicants Details” form and include in their expression of interest email. A Pre-qualification questionnaire (PQQ) will then be emailed to suppliers for viewing purposes only. All PQQs must be completed via Royal Mail Group’s online Esourcing system. Suppliers will be set up on the system following expressions of interest and login details will be issued in due course. All PQQs must be completed online by Wednesday 15th February at 2pm. Instructions on returning the document will also be provided in the PQQ. CONTRACT LENGTH AND TYPE- The initial contract will be awarded for a period of 2 (two) years with an option to extend by a further 12 + 12 months. The contract will be a service concession arrangement.
