Learning Gateway  – Swindon Raising Participation Project
Swindon Borough Council is seeking expressions of interest from suitably qualified, experienced organisations wishing to tender for the provision of RPA Learning Gateway for students aged 16 to 18 that drop out of post 16 learning in Swindon.  The aim of the project is to support young people who have experienced barriers to learning to find alternative positive routes into employment, training and/or further education.
The project will help work towards the objectives set out in the Swindon Raising Participation Strategy to ensure that young people with additional barriers, needs and issues are supported to participate in learning and overcome their barriers and issues. The project will need to operate in close partnership with the post 16 learning providers operating in Swindon to ensure that young people have seamless support in place when if they are unable to continue with their original post 16 learning placement. Swindon Borough Council’s ‘Routes to Employment Team’ will support the development of these working relationships where required.
The focus of this project is to support vulnerable pupils aged 16 to 18 in order to help prevent them becoming NEET and loosing touch with any support services. We are looking to work in partnership with an organisation that can offer a range of activities to meet individual student needs that could include 1-1 mentoring and guidance, brokering of additional support services, positive activities to keep young people engaged and motivated. The bidding organisations should also be able to provide comprehensive information on the full range of post 16 learning options available in the local area and advocate on behalf of young people to enable them to access provision to suit their needs.
It is anticipated based on previous trends that the project will support approximately 300 young people throughout a 1 year period.
Any successful provider will work in partnership with Swindon Borough Council and it’s partners providing a service based on the needs identified via the local colleges and 6th forms. Examples of partners include:
·         Swindon College
·         New College
·         Local 6th forms
·         Integrated Youth Support services

The contract will be initially from 1st September 2012 until 31st August 2013. The Tender documents are included within this webpage as ‘Contract Attachments’.
Responses are required to be submitted in alignment with the tender no later than 29th June  2012 12.00GMT.
