Sales and Marketing Sales with an emphasis on Social Media
Skillset, the Sector Skills Council for Creative Media (which comprises TV, film, radio, interactive media, animation, computer games, facilities, photo imaging, publishing, advertising and fashion & textiles) is the strategic body, licensed by government and endorsed by industry, to develop the skills, training and education policy for the Creative Media Industries. Skillset Cymru, the Welsh arm of the council, is tasked with taking forward Skillset’s work within a Welsh context.
Skillset Cymru has secured funding support from the European Social Fund (ESF) via the Welsh European Funding Office (WEFO) to deliver the Skills for the Digital Economy Programme. This programme seeks to develop and deliver flexible, industry-led, high level skills provision which meets the needs of Creative Media employers and freelancers working in West Wales and the Valleys, supporting the knowledge economy and safeguarding the performance and productivity of the sector in these regions.
These regions include the unitary authorities of Isle of Anglesey, Conwy, Denbighshire, Gwynedd, Ceredigion, Pembrokeshire, Carmarthenshire, Swansea, Neath Port Talbot, Bridgend, Rhondda Cynon Taff, Merthyr Tydfil, Blaenau Gwent, Caerphilly and Torfaen. Please note that as a condition of the funding, this programme is not pan-Wales in scope and focuses entirely on supporting the Creative Media workforce in West Wales and the Valleys, where GDP per head in these regions is 7% lower than the European average. For participants to be eligible, they must live or work within these areas. For further guidance on eligibility, please refer to Draft Terms and Conditions.
Industry in West Wales and the Valleys has identified a need in Sales and Marketing Sales with an emphasis on Social Media. In terms of the nature of the delivery itself, we are open to suggestions from those who are thinking of tendering for this contract as we want to encourage innovative thinking in terms of the best model possible to address companies’ needs. We have listed below a few examples of the type of delivery models/topics which could be used/covered. However, we cannot stress the importance for those tendering for this work to come up with some innovative models of their own. Examples of the type of training delivery which could potentially be used:-
Master classes with high quality speakers and facilitators, covering the basic principles of social media and Search Engine Optimisation (SEO) and how they can be used effectively within a sales/selling and marketing context;
Master classes need to be bespoke to the sector – e.g. TV commissioning can be very different in process, people and culture terms than multi-platform commissioning;
Master classes must also have an awareness of the transition from TV to Internet (or multi-channel/platform) advertising and its broad consequences in relation to strategy/commissioning;
Success for this scheme rests on effective contextualisation & follow-up. Bespoke or tailored mentoring for each business is required, so that knowledge can be properly embedded & disseminated to peers through real projects;
All materials should be made available online for follow-up & dissemination;
An element of this scheme will also need to be aimed at Higher and Further Education Institutions within Wales, providing sessions as introduction to or raise awareness of good Directing/Location Directing as Visual Storytelling;
An awareness of the Welsh language and its relation to social media would be advantageous.
Skillset are looking for training organisations that have demonstrable experience and an established track record of delivering training in social media for the Creative Media Industries/multi-platform production, with a focus on marketing and sales.

This tender notice is an open invitation to tender by Skillset Cymru to organisations with expertise in delivering training for the Creative Media industries.
An Invitation to Tender (ITT) letter has been uploaded as part of this tender notice and is extended to all training providers interested in submitting an application to deliver this training project.
A full tender specification has also been uploaded as part of this tender notice. We would strongly recommend that all training providers read this document fully before starting work on their application.
Draft Terms and Conditions document that will apply to the contract has also been uploaded as part of this tender notice.
You will then have to complete the following documentation:
Organisation Project Delivery Application form. Please make sure you answer EVERY question fully; we have to reject applications that are not complete (please use Skillset’s Project Delivery Application form);
Organisation Budget Form. Please show all your income and expenditure, following the user notes to help you. The formulae in the spreadsheet will automatically add up your totals for you. Please double check your figures when you have completed the spreadsheet (please use Skillset’s Organisation Budget Form);
Detailed course outline;
Detailed and realistic delivery timetable;
CVs for trainers or tutors;
Supporting financial information about your organisation. What you need to send depends on the type and size of your organisation – please see ANNEX 1 on Supporting Financial Information for what you need to send us; and

Tenders received by any other method other than the above (e.g. fax or e-mail) will not be accepted.
