GFCP will be a complex and wide ranging programme that will in some way impact all areas of the British Council. The programme will comprise a number of interrelated Programmes and projects.
Strengthening finance processes will improve cost structure and contribute to the leaner, lighter presence approach to the British Council future global operating model.
GFCP will build on previous investments in Finance, notably the implementation of SAP enterprise resource planning system to all British Council operations globally that completed in 2008 and the subsequent establishment of a global Shared Services Centre (SSC) in Noida, India in 2010. The SSC provides, amongst other things, finance transactional and other finance
services to the global organisation.
The purpose of one of these programmes, Status and Tax, is to restructure the SAP system to allow local currency accounting and reporting. This programme will ensure new subsidiaries are able to fulfil local statutory reporting requirements and provide a clearer picture of the impact of foreign exchange on the consolidated global accounts.
The Status and Tax Programme will regularise the British Councils legal status and tax compliance around its global network. The programme has the following aims:
— To reduce reputational and financial risk;
— To create a platform that supports business growth in line with the 2015 Corporate plan;
— To ensure appropriate operational independence from the UK government.
The existing financial systems within the countries referred to in the Lots already operate using SAP. They are not fit for purpose, however, and do not meet local statutory and reporting requirements. As such, the British Council is looking for a partner or partners in ensuring the localisation of its current SAP solution to become fully compliant with each individual countrys requirements. Our expectation is to identify a partner or partners who is/are able to demonstrate expertise in this field as well as provide value-added services.
