Provision of Scaffolding for Roofline and Gutter Replacement Projects


Description of the goods or services required

Renfrewshire Council require to employ a scaffolding contractor to work with their Building Services Division in the delivery of Roofline and Gutter Replacement Projects. The Roofline Replacement Project involves the renewal of fascias, soffits and gutters to the Councils domestic properties. The Gutter Replacement Project involves the renewal of gutters only. These will be ongoing programmes over the next 18 to 24 months. It is anticipated that 2 to 3 properties per day will require scaffolded with the scaffolding being in place for up to 14 days. Approximately 18 properties will be scaffolded at any one time. The properties will typically be two storey although some three storey properties may be encountered.

Total quantity or scope of tender

The anticipated ANNUAL value of this contract is estimated to be in the region of GBP225k to GBP375k. Tenderers should note that the anticipated contract value is an estimate only and may be subject to budgetary constraints therefore Renfrewshire Council accepts no liability should the actual value vary. No claims for additional costs, direct loss or expense will be allowed.

3 Conditions for Participation


Minimum standards and qualification required

There is no pre-qualification stage. All contractors will be able to submit a tender.

The evaluation of tenderers shall be based upon the most economically advantageous offer received. The evaluation of tenders received shall be in two stages:

Stage One: Bid Selection

Stage Two: Award

All tenderers must pass stage one (bid selection) in order to proceed to stage two (award).

Stage one of the evaluation shall be based upon the undernoted bid selection criteria (but not necessarily in the order stated):-

(1) Completeness of submission;

(2) Eligibility to Contract – Organisations must confirm that to the best of their knowledge, none of the grounds (criteria) requiring or permitting the Council as a contracting authority to treat the organisation as ineligible to enter a contract, all as set out under Regulation 23 of The Public Contracts (Scotland) Regulations 2012 apply;

(3) Capacity to Contract – Organisations must provide a statement that satisfies the Council in respect of their capacity to undertake and complete the works within the timescales;

(4) Compliance with “Conditions of Contract”;

(5) Compliance with the “Tender Specification”;

(6) Financial stability – Tenderers must evidence a good credit rating equivalent of Equifax Rating D or above, please note that D- (minus) will not be considered as having met this criteria, and evidence an annual turnover of at least GBP1m. In the event that the tenderer is not required to publish accounts and therefore does not have an Equifax or equivalent rating, the Council will conduct an analysis of the tenderers financial accounts to ensure that there is no significant financial risk. In the event that a firm does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their Tender Submission is supported by a Parent Company Guarantee. Alternatively, a tenderer may consider forming a consortium in order to meet the financial requirements;

(7) Evidence of VAT registration;

(8) Insurance provision assessed by the Council as adequate e.g. Employer’s Liability insurance to a minimum indemnity limit of GBP5m, Third Party/Public Liability insurance to a minimum indemnity limit of GBP5m and Third Party motor vehicle insurance to a minimum indemnity limit of GBP5m;

(9) Compliance with all relevant statutory obligations (e.g. Equal Opportunities, Race Relations etc);

(10) An Equal Opportunity Policy assessed by the Council as adequate;

(11) An Environmental Policy assessed by the Council as adequate;

(12) Evidence of robust Health & Safety procedures and a Health & Safety Policy assessed by the Council as adequate;

(13) A Quality Policy / Quality Assurance system assessed by the Council as adequate;

(14) Suitable processes, systems & technologies in place for managing the contract;

(15) A suitable complaints procedure including escalation points;

(16) Acceptable experience of delivering similar services;

(17) Assessment of track record by way of references;

Where the Council requires to exercise its discretion by applying a minimum standard to any of the above Bid Selection criteria, any submission made shall be measured against the standard required of a skilled, competent and experienced contractor sufficient for the purposes of fulfilling the requirements of the Contract.

Clarification may be sought from tenderers in order to determine whether their tender is complete, compliant and meet the minimum requirements of the Bid Selection criteria.

Following stage one of the evaluation, firms meeting the Bid Selection criteria shall be shortlisted to progress to stage two of the evaluation. The stage two evaluation will be based upon the undernoted Award criteria

Price – 80%

Quality – 20%

The quality evaluation will be broken down as follows;

Job order management reports – 50%

Methodology and Approach – 25%

Value Added Services – 12.5%

Wider Community Benefits – 12.5%
