WM Housing Group seek to appoint suitably experienced companies to join a framework of suppliers who are able to demonstrate experience in the provision of (primarily) reactive scaffold errection and dismantling services. The main location of the work will be within the post codes CV1 – CV6 ie Coventry, but may also include some work across the greater West Midlands Area.
Candidates should note:
In the main, services will be provided to individual domestic low rise properties which are likely to, but may not exclusively be occupied and may remain occupied whilst the works are undertaken.
Throughout the duration of the agreement there may be a requirement for Emergency works from time to time. In such cases, Service Providers will be expected to be able to commence the provision the services within 2 hours of a request.

Minimum level(s) of standards possibly required: WMHG require that candidates have 10 % cash reserves in respect of the value of the work being applied for. See question 5.4 in Section 2 of the PQQ) NB: the figure given as estimated annual value is to enable candidates to calculate this value alone ie it should not be used for any other purpose.

Therefore, as the estimated total annual value is 250 000 GBP candidates will be required to provide a statement confirming cash reserves of 25 000 GBP or more are held.

WMHG reserves the right to add other properties in other areas in which we have, or may have in the future, a vested or contractual interest. WMHG is purchasing on behalf of other Contracting Authorities, namely the current members of WM Housing Group Limited but potentially on behalf of future members of the WM Housing Group Limited all such organisations will be entitled to use the services of the Contractor appointed and may for that purpose join in the Contract to be entered by the Contracting Authority with the successful contractor, or alternatively issue orders for the supply of services in accordance with its terms.

Precise information on deadline(s) for lodging appeals: WMHG will incorporate a minimum 10 calendar day Standstill Period following electronic notification (minimum of 15 calendar days for any other means of communication) to unsuccessful applicants of the award decision. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved, the Public Contracts (Amendment) Regulations 2009 (SI2009/2992) provide for aggrieved parties who have been harmed or at risk of harm by breach of the Rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within the prescribed timescales.
