II.1.5)Short description of the contract or purchase(s)
The Framework will run for four years and providers appointed to the Framework will enter into individual call off agreements with the Council and with Schools. There are no guarantees of service volume or spend.
The specifications are for:
1) Provision of Term Time Play Centres (7 service lots).
2) Provision of Holiday Childcare and Play Centres (4 service lots).
Providers will be assessed on the quality of their response in the technical questionnaire (worth 60 %) and their commercial response/s in the commercial questionnaire (worth 40 %) for each of the lots bid for to achieve a total score out of 100 % for each lot.
The purpose of this tender therefore is to appoint providers to the Framework who:
— Achieve 36 % or above of the available 60 % in the technical questionnaire. Providers who achieve a score in the technical questionnaire below 36 % will not be considered further.
— Achieve a combined total score (technical + commercial (commercial being worth 40 %)) of 60 % or above in each service lot area they are bidding for.
Bidders who meet or exceed this criterion in each of the service lots will be appointed to the Framework and individual call off agreements will apply for Schools and the Authority against those service lots.
The Royal Borough is managing this procurement in accordance with Chapter 3 (Section 7) of the Public Contracts Regulations 2015. The ‘Light Touch Regime’ (Schedule 3 of the Regulations) applies and there is no obligation on the Authority to follow one of the five procurement procedures set out in the Regulations. However, taking into account the specificities of the services and the duty on the Authority to comply with the principles of transparency, equal treatment, non discrimination and proportionality, the Authority intends to conduct a pseudo Open Procedure (Regulation 27) which will reflect many of the requirements applicable to the full regime whilst remaining compliant with requirements for Framework Agreements (Regulation 33). The Authority reserves the right to depart from, or vary, the parameters of the Open Procedure at any time and it does not consider that the full procurement remedies regime applies.
