SPT has engaged the services of Bips Solutions Ltd using their delta e-sourcing function to assist in the provision of secure electronic access to contract specifications and documentation. Operators must initially register as a supplier at https://www.delta-esourcing.com/delta and on first registration, operators will be issued with a username and password.
Operators must use the username and password to access the SPT tender documentation and specifications along with a unique tender access code – which for this advert is 77PZ5P655E.

Section III: Legal, economic, financial and technical information
Contractors will require to be jointly and severally liable.

Candidates will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.
Any Economic Operator may be excluded from participation in a contract where that Economic Operator has been involved in any of the Conditions for Participation listed at III.2.1 above.
Prior to award of contract evidence of holding the current appropriate, PSV Operators Licence, Taxi Licence or Public Hire licence or driving licence (or equivalents) as required together with appropriate insurance, a satisfactory engineering inspection and adequate resources in terms of premises, vehicles and personnel will be required.

Please note that if the contract is for school contract services, Strathclyde Partnership for Transport (SPT) will not be a principal to the contract. The contracting party will be the relevant Council on behalf of which SPT acts as an agent. Please note that if the contract is for a subsidised Local Bus service or combined Local School Bus Service, any tender variations /options submitted by tenderers must be substantially similar to that contained within the contract specification issued by SPT.Please note that SPT reserves the right, in appropriate circumstances, to conduct post-tender negotiations with the leading tenderer(s). Please also note that SPT and/or the relevant Councils reserve the right not to award any of the contracts covered by this notice. Similarly, the right is also reserved to re-advertise any of the contracts. The duration of the contracts is for a maximum period of up to 60 months.
