The Trustees of the Scottish Enterprise Pensionand& Life Assurance Scheme (the Scheme) are to tender for the provision of investment advice for the period 1.4.2013 to 31.3.2016 with the option to extend until 31.3.2017. Parties believing they have appropriate capability should complete this PQQ for assessment. This will form the basis for the Trustees to ascertain whether they should be invited to complete the full tender process. The Trustees of the Scheme are considering the services of actuarial, administration and ancillary services under a separate PQQ. Interested parties may tender for either or both of the contracts; however individual submissions are required for each.
The following PQQ covers the provision of investment consulting and advice services. The Trustees actively manage the Scheme’s investments across several investment managers and asset classes. This is delegated to an Investment Sub-Committee. Investments are held in portfolios of up to 100 000 000 GBP, both in sterling and foreign currencies. The portfolios are both segregated and pooled, including private equity. The investment adviser will be required to liaise with the Scheme’s Third Party Custodian.
The Trustees have also begun implementation of a de-risking strategy which requires the investment adviser to work closely with the Trustees’ actuarial advisers in dynamically de-risking the Scheme. Parties responding to this PQQ must be able to demonstrate their capability to provide the required investment advice service to either Public Sector Schemes, or arrangements with similar characteristics.
