Justification for a framework agreement, the duration of which exceeds four years: The framework period is for 5 years 3 months to ensure the necessary continuity in service during the Scottish Local Government Elections in 2017 and any subsequent Local Council By-Election until 2021. Not only will this achieve continuity of service but will also represent best value for money. It is also necessary in order to ensure economic viability of the framework having regard to the nature of the requirement and the investment needed in the system development and equipment/tools.

II.1.5)Short description of the contract or purchase(s)
Tenderers will be expected to deliver a complete solution for the required infrastructure and services. The end-to-end solution includes the production of ballot papers and postal voting packs and the process from receipt of ballot boxes to the result being calculated and made available to the Returning Officer to declare. This will require a broad range of technologies and capabilities.
The Contractor will carry out services over four distinct Stages. Requirements for Stages 1, 2 and 3 will be subject to a single contract between the Contractor and the Scottish Ministers, acting through the Scottish Government (the Contracting Authority). Individual Local Authorities will enter into separate contracts, referred to as ‘call-off’ contracts, with the Contractor for Stage 4 requirements in relation to the Local Government Elections in 2017 and where necessary thereafter for Local Authority by-elections post 2017.
Scottish Ministers and Local Authorities will enter into separate contracts with the Contractor for their respective requirements.
The Framework Agreement covers Local Government elections in 2017 and Local Authority requirements for any Local Government by-elections required during the period 2017 – 2021. Use of the Framework for by-elections is not mandatory and Local Authorities may choose not to make use of the Framework, where a manual count for a local by-election is the preferred method of delivery, or where they already have alternative arrangements in place.
