The Scottish Ministers wish to award a Framework Agreement for the provision of Media Services. The Framework will be tendered over 2 Lots, with a single Contractor appointed to each Lot. The Authority is seeking to appoint a single Contractor per Lot, who will be in a position to provide these Media Services via a web based portal. Contractors may seek to do this using their own resources or with the help of consortia partners or sub-contractor(s). If elements of the service are provided through a consortia or sub-contracting arrangement, it is important that the portal is fully integrated and offers Framework Public Bodies seamless access to the services.

Section III: Legal, economic, financial and technical information
III.1.2)Economic and financial standing
This section refers to Section B of Part IV of the ESPD (Scotland) and covers questions 4B.4 and 4B.5.
4B.4 Bidders will be required to state the value(s) for the following financial ratio:
Current ratio — Bidders must demonstrate a Current Ratio of greater than 0.8.
Current Ratio will be calculated as follows: net current assets divided by net current liabilities.
There must be no qualification or contra-indication from any other part of the accounts.
4B.5 It is a requirement of this Framework/contract that bidders hold or can commit to obtain prior to the commence of any subsequently awarded Framework/contract the types and levels of insurance indicated below:
(a) Employers’ Liability insurance in respect of Staff in accordance with any legal requirement from time-to-time in force;
(b) Public liability insurance in the sum of not less than 2 000 000 GBP for any 1 incident; and
(c) Professional indemnity insurance in the sum of not less than 2 000 000 GBP for any 1 incident.

Lot 1 — The Contractor is required to recognise, understand and follow all legal requirements in place concerning the provision of press cuttings; e.g. as set by the Newspaper Licensing Agency (NLA) or Copyright Licensing Agency (CLA). E.g. where required to provide these services, the Contractor must ensure they hold the necessary NLA or CLA licenses. Bidders must confirm that their business will be fully compliant with the requirements of the Newspaper Licensing Agency (NLA) and the Copyright Licensing Agency (CLA) by the service trial date (8 weeks prior to Framework Commencement), in accordance with Schedule 1A — Statement of Requirements and in the provision of all services in Lot 1.
