The contract is for the: management, inspection and maintenance of long span bridges; integrated network management; routine, winter and emergency maintenance; renewal and improvement works and other such works; design and supervision of renewal and improvement works and such other work on the specified trunk roads within the Unit. The contract will include indicative maximum value thresholds for categories of ordered work. These thresholds are subject to change during the contract based on the performance of the service provider.
The Forth Bridges Unit will comprise of the following trunk roads: the M90/A90 Kirkliston (M9 J1a) – Halbeath), A823(M) Pitreavie Spur and the A90 Dalmeny – Rosyth (including the Forth Road Bridge). In late 2016, the Forth Replacement Crossing and all associated approach roads will become part of the Unit. Landscaping requirements will include maintenance of St Margaret’s Marsh, a SSSI area that is non-contiguous with the trunk road network.
The total initial route length is approximately 24 km. Geographic areas, routes, route lengths and carriageway lane lengths within the Unit may be subject to further change during the currency of the award procedures and the contract.
Estimated value excluding VAT:
Range: between 39 000 000 and 60 000 000 GBP

III.1.1)Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
Combination of monthly lump sum rates and schedule of other applicable work item rates including rates for measured site work and other such work and professional rates for design work and other such work. Details will be provided in the tender documents. The contract will provide a formula for payment of contract price fluctuations. Details will be provided in the tender documents.

Transport Scotland intends to hold a Supplier Information Day to provide suppliers with more information about the new Forth Bridges Operating Contract. The provisional timing for this event is 25.6.2013 at 9:30 in the New Forth Crossing Contact and Education Centre, South Queensferry. Economic Operators considering participating in this procurement and wishing to attend the Industry Day should notify their interest via the nominated contact point with their contact details (name, job title, organisation, email address, phone number). The Industry Day will also offer individual interview opportunities for Economic Operators of an anticipated 15 minutes duration. There will be a requirement to pre-book slots and lodge questions for the interview. Interview slots will be allocated on a first-come-first-served basis.
The issue of this non-mandatory Prior Information Notice is to provide suppliers with a further opportunity to inform themselves about participation in the procurement. Transport Scotland is the project delivery agency of the Scottish Ministers. Responses to all inquiries to this Prior Information Notice will follow Transport Scotland’s process to date for delivering information to interested parties. Transport Scotland will not have any responsibility for the costs of inquiring parties or the timing of delivery of information requested.
Economic Operators should be aware that all information submitted to Scottish Ministers may need to be disclosed or published by the Scottish Ministers in compliance with the Freedom of Information (Scotland) Act 2002.
