Scottish Water Horizons are seeking expressions of interest from companies with experience of providing construction and consultancy services (drainage & water impact assessments, flow and pressure testing, water and waste-water infrastructure design and build, lead replacements) across 6 lots. It is not anticipated that bidders can provide all lots. All submissions will be evaluated by each lot.

The work will be split into 6 lots, the details of which (including representative values) are shown below.
Lot 1 drainage impact assessments (Est. Value 250 000 per annum).
The assessment of the effects of proposed developments on Scottish Waters sewer network using network modelling. Subsequent optioneering and solution development to provide a no-detriment impact.
The strategy for lot 1 will be to appoint up to 6 consultants.
Lot 2 water impact assessments (est. value 470 000 per annum).
The assessment of the effects of proposed developments on Scottish Waters water network using network modelling. Subsequent optioneering and solution development to provide a no-detriment.
The strategy for lot 2 will be to appoint up to 6 consultants.
Lot 3 flow & pressure tests (est. value 40 000 per annum).
Field testing of existing water mains to establish the flow and pressure.

All prices quoted shall be in sterling (UK) and all payments shall be made in Sterling (UK). Payment shall be made on the basis of completed services in accordance with the agreed contract rates, schedules and conditions of contract.

In the event of a group of companies submitting an accepted offer it will be necessary for each member of the group to sign an undertaking that each company in the group will be jointly and severally liable for the satisfactory performance of the contract.

All applicants will be requested to complete a pre-qualification questionnaire questionnaires will be issued electronically to all applicants through an e-tendering system.
Responses to pre-qualification questionnaires will be assessed and used to short-list applicants who will be invited to proceed to the next stage of the tender process. Applicants will only be assessed based on the answers provided in the questionnaires. All applicants MUST include in their expression of interest their companys full postal address and contact details, inclusive of their company registration number. Upon receipt of expression of interest, the applicant will be requested to register on the Public Contracts Scotland electronic portal. To do this, a Request ID number will be issued by Scottish Water Procurement Helpline once the applicants expression of interest has been noted.

All applicants must complete the financial questions within the pre-qualification questionnaire and tender documents. This contract notice does not preclude Scottish Water from issuing other contract notices for specific requirements from time to time.
The contents of this notice are sufficient for submissions of pre-qualification data, all other communications are discouraged.
Responses to the OJEU notice will be evaluated based on Section III.2 and only successful applicants following PQQ evaluation will be invited to submit a tender.
Scottish Water reserves the right to divide the scope of the contract into lots at tender and contract award stages as it deems appropriate.
Applicants who fail to supply all of the information requested in response to this notice or any resulting tender exercise may risk elimination.

Precise information on deadline(s) for lodging appeals: In accordance with regulation 33 of The Utilities Contracts (Scotland) Regulations 2006 as amended (the Regulations) Scottish Water will incorporate a minimum of 10 calendar day standstill period between the communication of the award decision and the decision to enter into the contract with the successful tenderer. A breach of any duty owed under the Regulations is actionable by any economic operator which, in consequence of the breach, suffers, or risks suffering, loss or damage and such proceedings may be brought either the Sheriff Court or Court of Session. Any such action must be brought within 3 months from the date when grounds for the bringing of proceedings first arose unless the Court considers that there is good reason for extending the period within which proceedings may be brought.
