Description of the contract

The Sector Priorities Fund Pilot (SPFP) Programme aims to pilot strategic project activity with Sector Skills Councils (SSCs) in order to inform recommendations which will ensure that the delivery of post-16 skills provision is more responsive and aligned to the needs of employers.

The SPFP Advocate Service will further test and embed activities successfully initiated in the pilot phase. Extended links with key stakeholders within both employer and provider networks will greatly improve current intelligence on local, regional and national skills demands and provision.

The successful organisations will be able to demonstrate their ability to deliver the following requirements:

a) Initiate and build links with key stakeholders within both employer and provider networks, to acquire and analyse intelligence at local, regional and national level for skills demands and provision.

Establish links with relevant projects and programmes (ESF supported or otherwise) that have potential connections to the strategic aims and objectives of the SPFP Programme (including to support the broader gathering/analysis of intelligence outlined above). Coordinate linkages to such projects to provide intelligence available on the SPFP Programme, share best practice and overcome inhibitors to effective delivery.

Work collaboratively with key stakeholders, utilising the intelligence gathered through programme activity, to provide post-project delivery support. Taking into account future local, regional and national planning options, support discussions and propose viable options to mainstream delivery based on outcomes from evaluations with a view to informing the wider Programme exit strategy, progression routes and sustainability plan.

b) In line with the SPFP Programme strategic aims, objectives and delivery activities co-ordinate input to the development of other ESF & EIF projects to mitigate potential overlaps. Impart information and signpost SSCs / providers and other stakeholders as appropriate to other ESF supported projects/programmes either sponsored by WG or external stakeholders. Where applicable, highlight the need for Welsh medium language provision to the delivery network.

Use all engagements made as part of the SPFP Programme to promote the cross-cutting themes of equal opportunities and environmental sustainability, signposting stakeholders to support mechanisms in place under the SPFP Programme

Support the publicity of the SPFP Programme amongst SSCs, providers and other stakeholders, ensuring that the strategic aims, objectives and delivery activities associated with the SPFP Programme are promoted and advice is provided on the key principles, programme model and anticipated and actual outcomes.

 

c) Facilitate effective implementation of projects and, through dialogue, support the development of SSC partnership working linked to the delivery of the SPFP Programme. As an integral element of the SPFP Project Approvals process and Project Assessment Framework identify, initiate and support appropriate joint-SSC working.

Provide advice and guidance to SSCs, Sector Panels and other stakeholders developing project concepts. Ensure robust intelligence is available and analysed to provide evidence of need in support of these developments. Offer guidance, in accordance with current published ESF Guidance, regarding requirements for procurement and tendering, State Aid, publicity, audit, evaluation, exit strategies and sustainability plans.

Support the SPFP Programme Management Team in the audit and evaluation of projects and monitoring and review of strategic outcomes across the SPFP Programme. Work with the SPFP team to coordinate dissemination of key findings from the SPFP Programme evaluations and audits. Collate and analyse intelligence gained as part of these processes to inform development and implementation of exit strategies.

Performance against the above requirements will be measured by the completion of monthly reports supported by update meetings with programme managers.

The Client will award up to eight Advocate Service contracts at approximately £120,000 per contract for the duration of the contract (total value approximately £960,000). At least one of the Advocate Service contracts will cover each of the following regions with a maximum of 3 organisations aligned to each region:

Lot 1: North Wales – Anglesey; Gwynedd; Conwy; Denbighshire; Flintshire; Wrexham

Lot 2: South West & Mid Wales – Neath Port Talbot; City of Swansea; Carmarthenshire; Pembrokeshire; Ceredigion; Powys

Lot 3: South East Wales – Monmouthshire; Blaenau Gwent; Torfaen; Cardiff; Newport

Lot 4: South Wales – Bridgend; Vale of Glamorgan; Rhondda Cynon Taf; Merthyr Tydfil, Caerphilly

Alignment with Sector Skills Councils will be made to successful organisations post award of tenders.

Suppliers should indicate the regional lot(s) for which they are submitting a bid.

Collaborative bids for the Advocate Service contracts will be considered.
