The Walton Centre is the only specialist neuro-sciences NHS Trust in the UK.
Our specialist staff offer a world class service in diagnosing and treating injuries and illnesses affecting the brain, spine and peripheral nerves and muscles; and in helping people suffering from long term neurological conditions.
The requirement is for a Security Service for the main Walton Centre Building, the Sid Watkins Building and the Clatterbridge Centre of Oncology. The contract will be for a period of 3 years with the option to extend for 12 months and then the option to extend for a further 12 months, making the longest possible duration of the contract 5 years. Any extensions will be subject to satisfactory performance.

II.2.4)Description of the procurement:
The overall objective of this contract is the provision of Security together with car parking surveillance and compliance of Local Security Management Specialist (LSMS) services to The Walton Centre NHS Foundation Trust together with Security monitoring and patrol services only for the Clatterbridge Centre for Oncology Satellite unit within the Walton Centre footprint in its aim of providing a safe and secure environment for patients, staff and visitors to enable delivery of the highest standards of health care.
The Security Service will be required to maintain a 24-hour security presence in The Walton Centre, to deal with security emergencies and scheduled issues, visitor and staff car parking and general traffic on the site.
The service objectives are:
— Protect patients, staff and visitors from attack;
— Prevent loss or damage to the assets of the Trust;
— Prevent loss or damage to the property of patients, staff and visitors;
— Prevent fraud;
— Preserve good order on Trust premises;
— Raise the awareness of crime prevention with staff, patients and visitors;
— Outline the surveys and risk assessments necessary to achieve an effective security agenda;
— Protection of life from malicious criminal activity;
— Prevention of loss of Trust assets because of crime;
— Protection of Trust property against malicious acts, flood, damage and trespass;
— Preservation of good order in Trust property;
— Maintenance of the prestige of the Trust;
— Detection and reporting of offenders to the Facilities Manager if crime or misconduct is committed in relation to the above;
— Compliance with the working instructions.
The Supplier will provide a comprehensive 24-hour security service, 365(6) days per year, which will include but not be limited to the following elements:
— Crime prevention;
— Responding to security incidents;
— Patrols;
— Control of access;
— Car parking;
— Incident reporting;
— Dedicated security to high risk areas/departments;
— Surveillance and monitoring systems e.g. closed circuit television;
— Escort duties;
— Responding to disaster/emergency contingency plans;
— Responding to and investigating fire alarms and if necessary calling out the fire brigade via the switchboard.
