The Northern Ireland Civil Service, it Agencies and Non Departmental Public Bodies requires a competent Contractor or Contractors to provide the services listed below to over 200 buildings.

— Ad-Hoc/Emergency and Contingency Security Services.
The Contract will be divided into three Lots. Whilst Security Services are a Part B Services under the Public Contracts Regulations 2006 (as amended), there is a requirement for Internal Mail and messenger services for the Department for Social Development (DSD). Due to the value of these ancillary services under the DSD Lot (LOT 3), this will be treated as a Part A Service.
The services are required throughout Northern Ireland. Buildings may be added or removed for named Departments at any time during the life of the Contract.

Minimum level(s) of standards possibly required: 1. Candidates must have a minimum financial turnover of 3 750 000 GBP to be eligible to tender for this Contract. If successful at the PQQ stage, a contract award will only be made where Candidates have a minimum turnover of 1.5 times the value of the Lots they are tendering for. For example: If tendering for Lot 1 only, Tenderers must have a minimum annual financial turnover of 4 500 000 GBP; To be eligible for Lot 2 only, Tenderers must have a minimum annual financial turnover of 3 750 000 GBP; To tender for Lot 3 only, Tenderers must have a minimum annual financial turnover of 9 000 000 GBP; to tender for Lot 1 and 2, tenderers must have a minimum annual financial turnover of 8 250 000 GBP and if tenderers wish to be considered for Lots 1 and 2 and 3 they must have a minimum annual turnover of 17 250 000 GBP etc.

Precise information on deadline(s) for lodging appeals: CPD will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (Northern Ireland).
