II.1.5)Short description of the contract or purchase(s)

The contracting authority invites expressions of interest from suitably qualified providers for inclusion in its service framework for the provision of placements for looked after children and young people between the ages of 16 and 18.
The contracting authority seeks to provide a sufficient number of high quality placements to meet fully the diverse needs of Southwark’s looked after young people in accordance with the statutory obligations of the Children Act 1989. To achieve this aim, it will be necessary for the contracting authority to work in partnership with a range of Semi-Independent Living providers.
The aim of the procurement is to put a framework in place to provide the following placement types:
Generalist List.
Lot 1a.
High Support.
Lot b.
Medium Support.
Lot c.
Low Support.
Specialist service.
Lot 2.
Parent and child placements.
Lot 3.
Placements subject to alternative secure remand (court) status (16-18 yrs).
Providers will be asked to submit separate prices for Lots 1a, b and c. Submitting prices for Lot 2 and Lot 3 provisional is optional. Providers who express an interest in Lot 2, parent and child, will be asked to quote an inclusive price for both parent and child. Providers who express an interest in Lot 3, alternatives to secure remand semi independent provision shall refer to those children aged 16+ who are subject to a court remand order under revised youth justice board regulations being introduced in the autumn 2012.
Full details on the how the framework will operate, and particularly of how services will be divided between Lots and allocated between the providers will be contained in the invitation to tender. For indicative purposes only at this stage, applicants are asked to indicate (without commitment at this stage) in the relevant section of the PQQ those Lots for which they may be interested in tendering.

Applicant organisations should note that this is a voluntary notice for Part B services. The contracting authority had decided to advertise the framework in the OJEU in order to ensure that it reaches the widest possible audience and not because it is required to do so under Directive 2004/18 or under the Public Contracts Regulations 2006 as amended. This advertisement therefore represents no assurance or commitment by the contracting authority that any of the timescales or procedures set out in those Regulations will apply to this procurement.
