Description
Background Sheffield Community Network (SCN) is a £4.6m programme part-funded by the European Regional Development Fund (ERDF). It is led by Sheffield City Council, which is responsible for contracting and project management, and supported by a partnership group comprising: • CIQA (Cultural Industries Quarter Agency) • CM Solutions • CMA (Community Media Association) • Commedia Sheffield • Access Space Network • Digital 20/20 (Sero Consulting) • Sheffield College • Sheffield Hallam University The overall aims of the project are to promote active participation and increase employment opportunities in the knowledge economy among deprived communities and disadvantaged social and economic groups across Sheffield. This will be done through: • Establishing a series of up to 10 Digital Media Centres in areas of need • Supporting the creation and growth of social enterprises through advice and support, and funding for IT equipment • Building a virtual network for content sharing and knowledge exchange linking together digital centres across the city, including the Health and Well Being Centre at Sheaf Training funded through the project, other existing centres that participate, and those created through SCN • Giving individuals the tools to start new enterprises and generate new jobs, with digital technology at their heart, including action research by project partners into effective tools and approaches to promote digital inclusion and active participation. The specific outputs required from the funding are 50 jobs created, 20 new social enterprises established, and 40 businesses assisted. The operational phase of the project started with a public launch event attended by over 90 people on 31 January 2012. The grant schemes were launched in March 2012. There was an earlier phase of capital investment involving the Health and Well Being Centre and setting up the virtual network. The project runs until 31 May 2013. Aims and objectives of the evaluation A contractor is required to evaluate the operational phase of the project 2012-13. The overall aim of the evaluation is to appraise the impact and benefit of the funding on its intended users, insofar as these can be ascertained within the funding timeframe. The intention is to go beyond merely measuring outputs and to seek to determine the extent to which the intervention enabled by SCN has led to changes in target communities and organisations that will facilitate further participation in the digital community among deprived communities and disadvantaged individuals, and to learn lessons that can inform future activity. We anticipate that the evaluation findings will be supported by a number of case studies that exemplify the impact of the funding. The earlier phase of capital investment is not within the scope of this evaluation.
