Justification for a framework agreement, the duration of which exceeds four years: Post Office is currently undertaking a Network Transformation programme, which involves the refurbishment of up to 11 500 branches. So far, 2 934 branches have been transformed. It is envisaged that this programme will run until 2020. Post Office requires a framework agreement that will ensure continuity of supply for the entire duration of the programme.

Post Office has a requirement for the provision and maintenance of counters and other branch furniture within the Agency Network and the Crown and Network. The Agency Network encompasses sub-postmaster, local and mains branches and other branches operated on behalf of Post Office Limited. The Crown Network is made up of approximately 300 branches and is owned and managed byPost Office. Post Office seeks to procure as follows:
Lot 1: Design and prototyping Services relating to counters, other branch furniture and shopfitting services
Lot 2: Manufacturing and delivery of counters other branch furniture and shopfitting services
Lot 3: Delivery and installation of counters other branch furniture and shopfitting services

1)Short description

Post Office is currently in the process of refurbishing 11 500 branches as part of Network Transformation. Of which, approximately 2 934 have been completed. As part of the process, Post Office seeks up to 6 suppliers to carry out the design, prototyping and ergonomic testing of counter and branch furniture. This will involve taking a basic concept design and transforming it into an item which can be manufactured, this may include the provision of manufacturing drawings, prototypes and even 3D renders.

Lot No: 2 Lot title: Manufacturing and Delivery of Counters and other Branch Furniture and Shopfitting Services

1)Short description

Post Office is currently undertaking a refurbishment of 11 500 branches as part of the Network Transformation programme. Approximately 2 934 have been refurbished. Post Office seeks 4 suppliers to carry out the manufacture and delivery of counters, branch and shopfitting furniture This Framework Agreement will involve using the drawings outlined in the specification of the ITT to manufacture the various counter, branch and shopfitting items for the Post Office’s Agency and Crown Network. The delivery of the counters, branch and shopfitting items may be to the Post Office’s Crown and Agency branch or it may be to a third party contractor.

1)Short description

Post Office seeks 3 suppliers to carry out the repair and maintenance of counter and other branch furniture items within the Agency Network and Crown Network. This will involve repair and maintenance of the Counters and Branch Furniture within the 11 500 Agency branches and 300 Crown branches. It is envisaged that all new counter, branch and shopfitting items will have a minimum of a 12 month warranty in place. Any further repairs or maintenance outside of the warranty period will be carried out by the Suppliers within this Lot 4.

Requests to participate will be accepted from groups of economic operators (consortia). Where there is a subsidiary company, the ultimate parent company may be required to provide a guarantee in respect of the performance of the contract by the subsidiary.

Justification for the choice of accelerated procedure: Post Office will be using the accelerated restricted procedure as the Framework Agreement needs to be place to meet the business critical timescales and deliver the transformation of the Post Offices in line with the Government targets.

Objective criteria for choosing the limited number of candidates: The objective criteria for the down selection to invitation to tender will be set out in the PQQ.
The number of suppliers to be invited to tender for each Lot will be as follows:
Lot 1: Design and Prototyping Services relating to Counters, other Branch Furniture and Shopfitting services. Post Office will invite to tender the 8 highest scoring Applicants who have passed all minimum requirements/standards set out in the PQQ. Up to 6 suppliers will participate in the Framework Agreement.
Lot 2: Manufacturing and Delivery of Counters, other Branch Furniture and Shopfitting services. Post Office will invite to tender the 6 highest scoring Applicants who have passed all minimum requirements/standards set out in the PQQ. Up to 4 suppliers will participate in the Framework Agreement.
Lot 3: Delivery and Installation of Counters, other Branch Furniture and Shopfitting services. Post Office will invite to tender the 6 highest scoring Applicants who have passed all minimum requirements/standards set out in this PQQ. Up to 4 suppliers will particpate in the Framework Agreement.
Lot 4: Repair and Maintenance of Counters, other Branch Furniture and Shopfitting services. Post Office will invite to tender the 5 highest scoring Applicants who have passed all minimum requirements/standards set out in this PQQ. Up to 3 Suppliers will be in this Framework Agreement.
Lot 5: Provision of Design, Prototyping, Manufacturing, Delivery and Installation of Counters, other Branch Furniture and Shopfitting Services. Post Office invite to tender the 5 highest scoring Applicants who have passed all minimum requirements/standards set out in this PQQ. Up to 3 suppliers will be on the Framework Agreement.
