Description of the contract

This project is divided into 3 contracts with separate PQQ’s. For a more detailed advert for each contract log on to Bravo (deatails below). Contract B – Family based overnight Southampton City Council (the “Council”) is seeking to appoint Service Providers to deliver high quality family based short breaks to children and young people with disabilities to help meet their complex health, personal care and short break needs and improve the outcomes they achieve. Access to services will be via referral from the Council following a social care assessment of need and will be guided by service users parent/carers and other professionals views. Services will be expected to meet safeguarding and Ofsted requirements. The Service Provider will recruit and maintain a group of foster carers who can provide family based overnight and daytime short breaks in their own home for children and young people with disabilities referred by the Council and/or CCG. Family based overnights should be available at flexible dates and times to suit families who need short breaks but particularly during weekends and school holidays. The Service Provider will also have the ability to respond to emergency and urgent family based overnight care requirements Contract C – Outreach Southampton City Council (the “Council”) is seeking to appoint Service Providers to deliver high quality Specialist and targeted outreach and personal care support for disabled children and young people to help meet their complex health, personal care and short break needs and improve the outcomes they achieve. Access to services will be by social care assessment of need for specialist support and via self-referral for targeted support. Services will be expected to be Care Quality Commissioner (CQC) compliant. The council estimates that around 20,000-25,000 hours of outreach will need to be commissioned in year 1 of the contract. However bidders should note parents choose whether to use outreach or receive a direct payment under the ‘specialist’ short break offer. Contract D – Activity Schemes Southampton City Council (the “Council”) is seeking to appoint Service Providers to deliver high quality activity scheme short breaks to children and young people with disabilities to help meet their complex health, personal care and short break needs and improve the outcomes they achieve. Access to services will be via self – referral. Services will be expected to be registered with Ofsted childcare or early years register. The council is proposing to commission activity schemes from a range of service providers via a framework arrangement who have specialist expertise and ability to support children and young people with: • Moderate or severe learning disabilities, • Autistic Spectrum Conditions • Behaviour that can be challenging • Complex health needs The service will be provided at times when parents, carers and children particularly require short breaks. These times are: • During School holidays • At Weekends • After school • During the daytime for younger children It is anticipated Framework contracts will be awarded for these services on a multi-provider basis with parent/carer call-offs by the end of December 2013, with anticipated contract start date of 1st April 2014. The tender process will be a two stage process with the first stage being the completion of a Pre-Qualification Questionnaire (PQQ). This will allow the Council to produce a shortlist of potential providers who will be invited to tender at the second stage of the tender process. Whilst every effort has been made to consider the full scope of the requirements the Council does not guarantee the volume of service required resulting from this tender or that it will accept any tender on completion of the tender exercise.
