Following a comprehensive analysis of current provision and the future need for short breaks services the Council has decided to transform it’s current service based at Flaxman Avenue in York.
The Council’s vision for this enhanced short breaks facility is one which will be able to support the complex needs of adults who have profound and multiple learning disabilities as well as adults with autism.
Individuals who have a short break may have great difficulty in communicating or could have additional sensory and physical disabilities as well as complex health needs or behaviours which may at times challenge.
The specification for the service requires a provision of 1,465 days respite provision (4 beds including an emergency bed) per annum and assumes that all customers have day activity provision between 9.30 – 15.30 on a Monday to Friday.
Dependent on how the new provider utilises the additional space there may be potential to purchase additional capacity assuming the successful provider establishes a service at current levels which equate to 6 beds.
Providers delivering care and support services to customers of the Council are required to comply with the Council’s Standard Contract which will be available should the Provider be successful in the PQQ stage.
The contract will be for a period of 5 years, with the option to extend, at the Council’s discretion, for 2 one year periods.
The City of York Council will be landlord for the service, at the short breaks service located in the Tang Hall district of York.
The procurement for this service will be undertaken through a two-stage procurement involving a PQQ from which bidders will be selected to proceed to the Invitation to Tender (ITT) stage.
The Council intends to select a maximum of six (6) Applicants to tender for this service.
