The objective of this procurement is to secure an agreement between the Contracting Authority and Signs and Signage goods and service providers, which provides improved value for money against the consortium’s existing arrangements.
Lot 1 will be a supply only arrangement for ‘standard’ signage product.
Lot 2 will be regionally sub-divided and will be a one stop shop arrangement including wayfinding consultancy, design, supply, installation and maintenance of signage solutions.
NEUPC considers that this Contract Notice may be suitable for the attention of small or medium enterprises(SMEs). For the avoidance of doubt, no weight will be attached to whether or not an economic operator is an SME in assessing the most economically advantageous tender.

II.2.1)Total quantity or scope:

The objective of this procurement is to secure an agreement between the Contracting Authority and Signs and Signage goods and service providers, which provides improved value for money against the consortium’s existing arrangements.
Lot 1 is to be available UK wide providing a supply only solution for ‘standard type Fire, and Health and Safety signs’, providing efficient procurement and delivery models for customers. It is envisaged that this Lot 1 will be systems driven, operating via product catalogue availability transacting on-line and/or through e-marketplaces, and/or punch out from e-procurement platforms.
Lot 2 is to provide a framework of suppliers capable of providing a ‘one stop shop’ solution, which at high level will be a blend of ‘catalogue’ type provision for standard type Fire, and Health and Safety signs, together with an end to end solution for wayfinding including consultancy design, management, supply installation and maintenance of signage projects. Lot 2 will be available UK wide, but sub-divided into geographic regional lots.
Organisations may tender for one or all of the available regional lots.
Award to any one lot will not guarantee award to any other lot.
It is envisaged that there will be either one or three awarded suppliers per available lot.
NEUPC makes no guarantee regarding the total number of companies that shall be awarded to each or any lot, as this will depend on the number and quality of tendered responses.
The contract values per lot stated in this notice are derived by calculating the total expected framework value divided by the number of available lots, and therefore represent an average expected value per lot.
NEUPC cannot guarantee that these contract values will be met or exceeded.
As described in the pre-qualification questionnaire evaluation and scoring methodologies, subject to there being sufficient qualified candidates. It is envisaged that six operators for any one lot will be invited to tender, and these will be the six highest scoring candidates at PQQ evaluation applying for that lot. Mathematically this could result in a maximum total of 96 operators, and a minimum of 6 operators are invited to tender however NEUPC can not guarantee that number.
This Framework Ageement may be used by any member of the participating consortia.

This covers the criteria for rejection of candidates including being convicted of serious offences (including conspiracy, corruption, bribery, fraud, money laundering, all for which rejection is mandatory unless there are overriding requirements in the general interest), as well as conviction for criminal offences in the course of business.

Objective criteria for choosing the limited number of candidates: As described in the pre-qualification questionnaire evaluation and scoring methodologies.
Subject to there being sufficient qualified candidates. It is envisaged that six operators for any one lot will be invited to tender, and these will be the six highest scoring candidates at PQQ evaluation applying for that lot. Mathematically this could result in a maximum total of 96 operators, and a minimum of 6 operators are invited to tender however NEUPC can not guarantee that number.
