Birmingham City Council wishes to establish Framework Agreement to provide a Single Advocacy Service (Adults). This service covers a number of statutory advocacy functions including Independent Mental Capacity Advocacy and Deprivation of Liberty Safeguards Relevant Person’s Representatives, Independent Mental Health Advocacy and Independent Care and Support Advocacy. Additionally we are seeking to provide a non-statutory advocacy service to extend the provision of representative advocacy in the City to other citizens who could benefit from it, and to offer people a greater range of advocacy services than those included as statutory functions. The Framework Agreement will last for 2 years with the option to extend for up to a further 2 years subject to satisfactory performance.

Any review proceedings should be promptly brought to the attention of of Birmingham City Council and will be dealt with in accordance with the requirements of the Public Contracts Regulations 2015. Any review proceedings must be brought within the timescales specified by the applicable law, including, without limitation, PCR 2015. In accordance with PCR 2015, BCC will incorporate a minimum 10 calendar days standstill period from the date information on the award of the contract is communicated to tenderers.
