II.1.5)Short description of the contract or purchase(s)

It is anticipated that a number of suppliers will be appointed to provide skip hire delivery, collection and final waste disposal services, including manned open tipper body vehicles at various fixed and temporary operational sites across the north of England.
The Environment Agency is looking to appoint a framework of competent, fully permitted waste contractors or brokers to provide skip hire services, including delivery, collection and final waste disposal. Manned, high volume open tipper body vehicles may be required for in certain locations. Services will be required for a number of fixed and temporary site locations across the North of England as the need arises. High priority sites will require 24/7 365 days per year availability, a high level of support service and a maximum 2 hour response time. Contractors may be required to provide an emergency response service during incidents e.g. flooding events or post incident clearances at short notice and within a time frame of 2 hours for priority sites and four hours for other sites, 24/7 365 days per year. Suppliers must evidence their ability to provide a sustainable, robust and flexible service for the duration of the contract.

Description of particular conditions: For emergency cover, contractors must provide the required services 24/7, 365 days per year within 4 hours of call out to all sites and within 2 hours of call out to a number of high priority sites. All contractors, including subcontractors, must currently hold the relevant statutory waste permits, under the Environmental Permitting (England and Wales) Regulations 2010, necessary to carry out the services required.

This contract/framework is primarily intended to meet the needs of the Environment Agency. The Agency may require the successful bidder(s) to provide the goods/services on the same terms that are agreed as a result of this tender to the Department of the Environment, Food and Rural Affairs, and to its associated bodies including any Agencies and non departmental public bodies. Similarly the contractor may be required to supply the Scottish Environmental Protection Agency, the Northern Ireland Environment Agency, the Welsh Assembly Government, including its Agencies, and the Forestry Commission, including its Executive Agencies.
On Tuesday 29.11.2011 John Griffiths AM, Welsh Government Minister for the Environment and Sustainable Development, announced that he will create a Single Environment Body (SEB) for Wales, the vesting date is 1.4.2013. This framework or contract will be available for use by the SEB from this date, however, the Environment Agency acknowledges that the SEB may set up their own arrangements in future.
