Description of particular conditions: The supplier will be required to demonstrate acceptable performance of the services in accordance with the performance measures set out in the framework agreement.
III.2)Conditions for participation
III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: In order to be eligible to be considered for the award of the contract, economic operators will be required to provide evidence of the following (these are not in any specific order of importance):
1. Examples (three named airport construction projects for each of the following consultancy services), where your company was the sole provider of:
(a) airport mechanical and engineering design services;
(b) airport structural engineering services;
(c) civil engineering services;
(d) airport life safety system design;
(e) airfield engineering and design services;
(f) airport security systems; and,
(g) airport space planning and design.
Examples should only be for projects completed in 2011 and 2012 where you met the client’s original quality, cost and programme aspirations for the construction project;
2. An excellent understanding of the UK construction industry, its processes, best practices, safety standards and legislation – by listing these out and providing a brief assessment of their impact on your design, engineering and architectural services; and
3. An existing, secure and stable direct workforce which are competent (including appropriate qualifications) to act as lead engineers or designers on airport construction projects whose individual value is between 50 000 GBP and 5 000 000 GBP – providing a table of relevant direct staff with their qualifications (including safety qualifications) and airport experience.
III.2.2)Economic and financial ability

Information and formalities necessary for evaluating if the requirements are met: In order to be eligible to be considered for the award of the contract, economic operators will be required to provide evidence of the following (these are not in any specific order of importance):
1. That the economic operator has professional liability insurance to insure against the economic operator’s liability for damages, costs and expenses claims and proceedings in respect of claims for breach of professional duty or failure of the economic operator to use reasonable skill and care in providing design, engineering, planning and architectural services made against the economic operator by reason of any act, neglect, error or omission in the provision of design, engineering, planning and architectural services by the economic operator or their supply chain. Appropriate professional liability insurance will include provision of insurance cover of at least five (5) million GBP for any one occurrence or series of occurrences arising from any one event and in the annual aggregate;
2. Evidence that the economic operator has neither been subject to court proceedings nor made a claim on their professional liability insurance in the last twelve months;
3. Evidence that the economic operator is financially sound – in terms of their profitability, assets, cash flow and timely payments to creditors over the last 24 months; and
4. An actual turnover, for the legal entity which is intended to provide the design, engineering, planning and architectural services, of at least two (2) million GBP per annum (for at least two years during the period 2010 to 2012).

Information and formalities necessary for evaluating if the requirements are met: In order to be eligible to be considered for the award of the contract, economic operators will be required to provide evidence of the following (these are not in any specific order of importance):
1. A capability to provide engineering, design, architectural and planning services on construction projects undertaken in a controlled, secure and highly operational environment – providing at least six examples of design and/or engineering services provided on completed health, research, military or airport construction projects within the last twenty-four months; and
2. For the airport construction projects identified in your response to Section III.2.1 paragraph 1, specific examples of how your design and/or engineering services contributed to the achievement of exceptional health, safety and environmental standards in both the construction of the asset and its subsequent operation by the client; and
3. An actively managed quality assurance process that assures consistent delivery of design, engineering, planning and architectural services and construction project outcomes in compliance with legislation and specific standards agreed with the client.
