II.2.1)Total quantity or scope:

Essex County Council (ECC) wishes to procure smart card support services, smart card production and administration and consultancy, primarily for the English National Concessionary Travel Scheme (ENCTS) on behalf of ECC for Essex residents. The services for travel will include Administration of the application scheme, production of Integrated Transport Smartcard Organisation (ITSO) smart cards and provision of consultancy advice and support relating to concessionary fare operator reimbursement.
Lots will be as follows:
Lot 1 Application administration and customer services in connection with card production;
Lot 2 Card production including smartcards (ITSO for travel cards and including HOPS (Host Operator Processing System) and a CMS (Customer Management System));
Lot 3 Consultancy advice and support for operator reimbursement (including but not limited to scheme negotiation support, scheme document publication and calculation of reimbursement amounts to each operator);
Lot 4 Opportunity for combined Lots submission.
The contract duration is 5 years plus optional extension(s) of 1 year, plus 1 year.

Section IV.3.4 – The supplier portal (http://ecc.supplier.ariba.com) will be used throughout the procurement process and all communications by the supplier with Essex County Council relating to this procurement exercise must be via the supplier portal (once the supplier is invited to the event). The supplier portal has Guides and Tutorials and other Support to help the supplier use the system and access the information as well as a helpdesk to assist.

Essex County Council reserves the right to amend the timescale and to cancel the procurement exercise and/or not to appoint to all or any Lots or to award any, all or part of a subsequent contract. Essex County Council will not be responsible for any costs incurred by supliers in relation to the procurement exercise.
Suppliers are advised that Essex County Council is subject to the Freedom of Information Act 2000 (FOIA) and the Envrionmental Information Regulations 2004 (EIR). If a supplier considers that any of the information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, identify clearly the specific information it does not wish to be disclosed and specify clearly the reasons for its sensitivity.
