II.1.5)Short description of the contract or purchase(s)

Centro (West Midlands Passenger Transport Executive) is seeking suitable suppliers for qualification to a framework agreement consisting of 3 Lots for consultancy services to develop its aspirations for future Smartcard projects. Please see individual Lots for specific requirements. Centro is looking to qualify either 1, 3 or 4 suppliers to each Lot of the framework agreement which will primarily operate on the basis that any call off of services will be by way of a suitable mini competition process. However, in the absence of a mini competition, Centro can utilise the framework agreement to directly award call offs.
This framework agreement is expected to commence on 1.9.2013 for a period of no longer than 4 years.

1)Short description

Ideally with a track record of supporting the delivery of ITSO schemes, the qualified consultants will need to demonstrate their experience in the following areas:
— Delivery of ITSO smartcard schemes at the higher level conceptual view through functional specification on to the detailed application at product level.
— Expertise in other smartcard solution types such as EMV and smartcard delivery methods such as NFC.
— A strong working understanding of the technical elements that facilitate the working functionality of ITSO smartcard scheme.

Lot No: 2 Lot title: Provision of Technical, Testing and Project Management

1)Short description

Ideally with a track record of implementing an ITSO smartcard scheme, the qualified consultants will need to demonstrate their experience in the following areas:
— Excellent programme and project management skills.
— Excellent technical understanding of product testing strategies and methods.
— Expert in developing test strategies, plans, test scripts and delivering a testing programme.
They will also need to have an excellent understanding of the functionality of an Electronic Ticket Machine and other mechanical devices that support transport ticketing.
Qualified consultants should also ideally have a working understanding of the ITSO specification.

Ideally with a track record of supporting the delivery of ITSO smartcard schemes, the qualified consultants will need to demonstrate their experience in the following areas:
— Expert understanding of smartcard ticketing from a commercial and customer perspective.
— Experience of developing Smart and Integrated Ticketing Strategies and Ticketing Retail Strategies.
— Expert at customer market research exercises and have a good view of worldwide smart ticketing schemes.
They should also ideally have a headline understanding of the ITSO specification.

Objective criteria for choosing the limited number of candidates: Consultants are required to download the combined PQQ & ITT for this project via Centro’s BravoSolution e-portal (please see section III.2.1 for further details) and upload their response by the closing date of 12:00 noon on 28.6.2013. Consultants are asked to complete the qualification questions and submit as part of their tender. Following evaluation of the qualification questions, Centro will only consider and evaluate tenders from those consultants that have passed the mandatory questions successfully.
Please note that companies can apply for any of all of the Lots but would need to submit responses to the qualification questions for each Lot (which are the same). The ITT references in BravoSolution for each Lot are as follows:
