This notice pertains to the establishment of a Dynamic Purchasing System being procured under the Light-Touch Regime pursuant to regulation 74 of the Public Contracts Regulations 2015.
The system will be run via the Redimo2 platform. The planned go-live date for the system is 11.3.2016, allowing a period of time for population of the system via open and fair process. This period of time is expected to begin on the 9th February.
Estimated value of up to 6 500 000 GBP a year and 26 000 000 GBP over 4 years.

III.1.4)Objective rules and criteria for participation
Your organisation will need to satisfy the following requirements:
— Accept the terms and conditions of the ECSC DPS Agreement governing the relationship between DfE and the Potential Supplier in respect of the operation of the ECSC DPS;
— Declare that none of the Grounds for Exclusion apply and undertake to inform us in the event that any of these grounds apply while you are a member of the ECSC DPS;
— Declare that in relation to IR35 tax considerations you are compliant and will provide the necessary information when requested;
— Understand that the professional skills and other selection criteria, as required by the relevant category, will be assessed at call-off stage and you will be required to submit evidence in support;
— Recognise that at call-off stage you will need to have a minimum public liability insurance of cover of 1 000 000.

This is a DPS-system for educational and social care services being procured under the light touch regime. It is over the threshold. The procedure followed will be a modified ‘restricted’ procedure whereby the aforementioned conditions for participation must be accepted in order to gain admission to the DPS.

VI.3)Additional information:
The Educational and Children’s Social Care (ECSC) DPS will be applicable across the whole department and comprise several lots. The proposed lots are listed in Section II, but more lots may be added:
DPS Start: 11.3.2016
End: 11.3.2020 (11.3.2022 if option to extend is taken)
Participants will be able to express their interest via the opportunities section of the Redimo2 proactis portalhttps://supplierlive.proactisp2p.com/Account/Login/?cid=DFE. Registration on the proactis portal is required prior to this.
The initial window for membership applications will close on the 22.2.2016. The timetable governing the application process can be found in the Invitation to Participate.
The system does; however, remain open to new members throughout its duration.
