Leicester City Council are looking for a provision of an accessible and effective integrated service centre for the provision of advice information service to meet an on-going demand to support the people of Leicester to solve their problems in priority areas of social welfare law at every level from signposting, advice and information and generalist casework.

Step 1 – If you are a suitably qualified and experienced interested provider who would like to engage with the Council in hearing about our proposal and provide us with meaningful feedback you will be required to complete the short questionnaire and a Non-Disclosure Agreement (NDA). Further guidance and Information for providers is included in the questionnaire. Providers who complete and return the questionnaire and NDA may be invited to meet with council representatives to discuss its requirements. These meetings are likely take place during week commencing 20 August 2012.

Step 2 – The questionnaire is located at the bottom of this advert. Completed questionnaires must be returned electronically by email no later than 13:00 hours on 13 August 2012 to for the attention of Nilesh Shukla, Contracts Officer.

1. Please note that this is not a call for competition. The Council welcomes the opportunity to engage with you and appreciates your assistance in providing us with your views. However you should note that in any subsequent procurement exercise we will have to comply with our legal obligations and that neither the intention nor the purpose of this soft market testing exercise is to confer any advantage upon its participants in any future procurement exercise.

2. Confidentiality and freedom of information. We do ask that all participants sign a non-disclosure agreement before we share any information with you. The purpose of the agreement is to protect both our and your confidential information; and to allow us to engage in meaningful dialogue and to make decisions based on the best information available. As a public authority we are subject to the disclosure requirements under the Freedom of Information Act 2000. We would therefore advise that any information you provide to us which you consider to be confidential is labelled as such. In the event that a request for information is subsequently made under the legislation the request will be dealt with in accordance with the legislation and giving regard to your views on confidentiality.
