Herefordshire Council is committed to developing the workforce through providing quality education and development opportunities. Recruiting social workers to work in Herefordshire, as across the country, continues to be challenging. The council has identified the existing workforce as skilled and with potential to train as social workers. As an employer who contributes to the Apprenticeship Levy the council seeks to commission a supplier to provide social work degree apprenticeship training for a maximum of 21 members of staff, funded through the Apprenticeship Levy. The Provider will be required to draw down the Apprenticeship Levy funding. The service specification sets out Herefordshire Council’s local requirements in respect of the delivery of the Social Work (Degree) Apprenticeship for Herefordshire Council staff. The successful bidder must be listed on the Register of Approved Training Providers and authorised to deliver this qualification. The contract will be for up to five years, to enable delivery two blocks of apprenticeships, including any required resit of the End Point Assessment. The first cohort of up to 13 will be required to commence in the Spring term of 2020/21 academic year. A further cohort of up to eight will commence in the Autumn term of 2021/22 academic year. This procurement is considered to be a “Light Touch” procurement as defined by the Public Contract Regulations (PCR 2015). However the whole life contract value is expected to fall below the threshold for “Light Touch” Services and as such this is not an OJEU procurement.
