Soft Market Test Bereavement Services – Records Digitisation , Indexing and Customer Access Solution

Please note this is a Soft Market Test (SMT) and not a call for competition.

SMT in this case is where LCC, at an early stage in development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most potentially attractive way of packaging and scoping a future procurement opportunity. This exercise will also provide an opportunity for LCC to obtain insight into how potential providers might approach the delivery of the service in question. It also gives useful early insight into the likely level of interest in a proposed project from that market.

LCC have developed a questionnaire (attached) that they would like interested parties to complete; interested parties may then be invited to meet with the project team to discuss in more detail the options, on any responses the Council feel need further clarification.

The outcome of the SMT exercise will help LCC to re-evaluate their current situation, with any potential implications for the relevant service provision, to form an options appraisal with recommendations.

Further detailed reports will be prepared as appropriate in accordance with the Council’s tender and approval procedures, and in accordance with the Public Contracts Regulations 2015.

Potential bidders will not be prejudiced by any response or failure to respond to the soft market testing or attend any face-to-face interviews. Potential bidders must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that Leicester City Council may conduct, nor will Leicester City Council procure any such supply and services or accept any proposals offered. Any procurement of the supply and services by Leicester City Council will be carried out strictly in accordance with the Public Contracts Regulations 2015.

Should you feel your company can contribute to this test then please complete the questionnaire at the end of the document form (link to the document is below) and return to by the deadline set

Only responses on the form below will be accepted, no marketing material will be considered.

This should be returned by 1200hrs on 4th July 2016 at the very latest.
