North Lincolnshire Council is undertaking a Human Resources (HR) related soft market testing exercise to help it determine the best way to deliver its HR vision and improve value for money. HR delivers a service across four main functions – HR service teams, organisational development, health, safety & welfare and strategy & performance – and covers approximately 6 300 employees (including schools). The council is currently developing a continuous improvement plan to build on its existing strong base of service delivery and, as part of this process, is interested in entering into dialogue with potential providers/partners to discuss the themes detailed below:
— More efficient delivery of administrative processes including recruitment and other HR related transactional business.
— Joining up the computerised HR system with other IT systems such as payroll and finance.
— Sustaining sickness absence reduction through proactive and preventative measures.
The process will enable the council to understand and assess relevant market interest and capability for supporting these improvement themes. It will also assist the council in determining appropriate methods for supporting the delivery of the HR vision.
It is anticipated that the initial soft market testing exercise will conclude with a final report, prepared by the council. Further information is available from the tender portal SCMS (https://scms.alito.co.uk) which includes a market position statement. Any interviews will be held on 30 & 31 October and 8.11.2012. The council reserves the right to select individual organisations for interview and participation in this process will not guarantee any inclusion in potential future procurement processes.
