Description of the contract

Expressions of Interest: Software Asset Management

Cherwell District Council and South Northants Council have established a shared ICT service, and are in the process of standardising working practises and software across both Councils.

As part of this process we will be implementing a Software Asset Management (SAM) solution for use across both Councils. This Expressions of Interest exercise is intended to help us define our requirements by exploring what functionality is currently available in SAM solutions, and to identify potential vendors who have a proven track record of designing, implementing, and supporting a complete SAM framework.

Our current high-level requirements are as follows:

Collect information on what software is installed on each device (including PCs and servers currently with a possible future requirement to include mobile devices).

Compare installed software to purchased licenses, and report on over & under licensing.

Analysis of software usage to enable unused/underused software licenses to be reallocated.

Integration with MS System Centre 2012.

Ability to audit software usage in the following environments: Terminal Server, virtual application delivery including App-V, and thin client.

The ability to audit license compliance across a wide range of software, including software from Microsoft and Adobe, and more esoteric line of business software e.g. Northgate’s ICLipse, Kana’s Lagan, and Unit 4’s Agresso.

Generate licensing usage reports for use in vendor audits, both automatically on a schedule and manually.

Prospective vendors are asked to respond to this Expressions of Interest exercise through the GPS portal. Meetings will the organised with interested parties to discuss our requirements and give vendors the opportunity to demonstrate their solution.
