A service is required that provides for the streaming of a broad range of educational and curriculum related software to learners on an as required basis. Licence management and compliance must be inherent within any streaming service provided.

Hampshire County Council provides an ICT Hosted School Service currently to Educational establishments in Hampshire. It is the first stage of a significant change programme (Futureclass) to deliver innovation in the way that ICT is used in schools. The key outcome from this programme is the exploitation of ICT to enable schools to deliver on their own school improvement priorities while also reducing their total cost of ICT ownership. To supplement the Hosted Schools Service, Hampshire County Council is seeking to provide a software streaming service that will be initially provided to Hampshire schools and learners. Under partnership arrangements that may be developed in the future, Hampshire County Council may wish to offer and provide this service to schools outside of the Hampshire geographic boundary as part of the hosted service. To ensure that this is possible, this contract will potentially cover all educational establishments within England & Wales defined here: www.education.gov.uk/edubase/ and their learners.

It is not envisaged initially that there will be significant uptake of the hosted service outside of the Hampshire County region.
Where the service is provided to Hampshire schools (all academies,faith, voluntary aided or controlled, maintained and ‘free’ schools) including those schools which may convert to academy status either during the procurement process or during the term of the contract including those that currently exist and their successors.
