DFID is seeking a Supplier to provide technical assistance to efficiently manage the Somaliland Development Fund (SDF) and support the Government of Somaliland (GoSL) to meet its developmental priorities as expressed in its National Development Plan (NDP). The Somaliland Development Fund (SDF) is a programme jointly funded by DFID and Danida with an overall budget of approximately GBP 32 000 000. The SDF will support the Government of Somaliland (GoSL) to meet its development priorities as expressed in the Somaliland National Development Plan (NDP). More details on the NDP can be found at http://slministryofplanning.org/. The SDF will also promote aid effectiveness through improved coordination with other donor programmes in Somaliland, including those of the World Bank (WB) and the United National Development Programme (UNDP). The objectives of this requirement are to establish and manage the SDF that builds on a recommended model that will emerge from ongoing consultations and a design phase. The SDF will:
— Support initiatives that improve the service delivery capacity of the GoSL,
— Focus on the developmental priorities as expressed in the NDP,
— Contribute to the overall fiscal framework under which the GoSL operates through alignment with national budgetary systems,
— Support public service management reforms,
— Support public financial management reforms.
The Contract will be for 4 years and will include the option for new donors to contribute to the Fund.

Description of these options: There will be an option to extend the contract for a further one year which will be dependent on on the availability of additional funding.

Expressions of interest should be submitted via the DFID Portal, https://supplierportal.dfid.gov.uk/selfservice/ using the PQQ guidance available. DFID programme staff should not be contacted directly. Following assessment of expressions of interest, DFID will invite short listed applicants to submit full technical and commerical proposals and inform applicants not short listed that they are unsuccessful. The contract will be governed by English law. DFID reserves the right to annul the tendering process and not award a contract. Where circumstances require further extension beyond the original contract duration/agreed extensions DFID will consider doing so by means of the negotiated procedure where necessary conditions can be met.
