South Tyneside Council is looking to recommission services to address the misuse of substances including alcohol, novel psychoactive substances (NPS), illicit drugs and misused prescription medication. A summary of the services to be delivered under this contract include, but are not limited to:
— Stabilization and assessment;
— Recovery and re-integration;
— Harm reduction;
— Psycho-social interventions;
— Structured day care;
— Substitute prescribing including related drug and prescribing costs;
— Supervised Consumption;
— GP Shared Care;
— Residential and Community Detoxification;
— Residential rehab;
— Complex needs;
— Family and carer support pathways;
— Criminal Justice based interventions to reduce offending and re-offending;
— Hospital based alcohol liaison services;
— Brief interventions and advice.

The service will be delivered to service users residing in the borough of South Tyneside.
II.2.4)Description of the procurement:
This procurement is undertaken under Chapter 3 of Part 2 of the Public Contracts Regulations 2015 (also known as the ‘light touch’ regime). The process adopted uses the primary methodology of an open tender but the Council reserves the right to make such adjustments as are required to facilitate the process. The Council will ensure that the tender process is, and will remain, fair and transparent. The initial contract will be for 4 years, with the option to extend by a period or periods of up to 3 years. The estimated value is based on a 7 year contract.

III.1.4)Objective rules and criteria for participation
The Selection Stage assessment will be made against responses to the Selection Questionnaire (SQ). Organisations will be required to PASS the Selection Stage in order to proceed to the Award Stage evaluation. If Tenders do not pass the Selection Questionnaire (SQ) / Selection Stage the remainder of the Tender will not be considered. Details of how each of the sections within the Selection Questionnaire (SQ) will be evaluated are outlined in the tender documentation.

Organisations will be required to commit to registering with the Care Quality Commission (CQC) in respect of each Regulated Activity delivered under this contract as listed in Schedule 1 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 if they are successful in winning the contract and prior to delivery of the Regulated Activity.

The Award Stage will be evaluated in 2 parts. Part 1 will be initially assessed and Organisations must PASS Part 1 to progress to Part 2. Part 2 of the Award Stage will be evaluated based on responses to the Quality questions and Price, 90/10 respectively. The Price for year 1 has been capped at 2 363 000 GBP and bids received in excess of this sum will be rejected as non compliant.
