Dungannon & South Tyrone Borough Council (the “Council”) in partnership with the other 4 cluster councils of Cookstown District Council, Fermanagh District Council, Magherafelt District Council and Omagh District Council (the “Cluster Areas”) is looking for a competent delivery agent to deliver the South West SME Export Development Programme (the “Programme”).
The Programme has been developed and is part financed by Invest Northern Ireland and the European Regional Development Fund under the European Sustainable Competitiveness Programme for Northern Ireland. The aim of the Programme is to assist micro businesses operating in the Cluster Areas to become more competitive by targeting and exploring export markets.
The Programme will be targeted at businesses which are currently:
(i) non-exporter;
(ii) first time exporter; and
(iii) inexperienced exporter.
The target businesses will be both non-Invest Northern Ireland clients and non-active Invest Northern Ireland clients, operating in the Cluster Areas.
The successful tenderer will be required to successfully deliver the Programme including advertising the Programme, recruitment of participant businesses and providing a range of advice and assistance in various formats to participating businesses. The successful tenderer will be required to undertake three phases of recruitment to identify businesses to participate in the Programme and will subsequently be required to advise, assist, audit etc these businesses. It is intended that the successful tenderer will deliver services until 31.3.2015. The successful tenderer will be required to target 35 businesses per phase. Full details are contained in the Project Information Memorandum (which can be obtained by contacting the individual named at I.1 of this notice.).

Payments will be staged over the period of the Programme, made retrospectively and shall be payble against eligible expenditure, vouched and approved by the Council.

In the event of a group of companies submitting an acceptable offer, it will be necessary for each member of the group to sign an undertaking that each company will be jointly and severally liabile for the satisfactory performance of the services. A group of companies may be required to form a legal entity with appropriate parent company guarantees as a condition of contract.
