The Local Authority seeks to consolidate Statutory Advocacy Provision as set out in the Mental Capacity Act (2005) and the Care Act (2014), with additional advocacy services for adults outside of these statutory requirements. The Local Authority also seeks to procure advocacy services for eligible Children and Young People. These will be offered as 2 separate lots (further details below), and we welcome bids from either a single provider or a consortium of organisations working in partnership.

The local Authority wishes to commission Advocacy for children and young people in order that by encouraging empowerment, the child or young person can make choices, assert their rights and receive services which consider their needs and aspirations. The provider must be in a position to deliver advocacy services for:
— Looked after children (including an Independent Visiting service);
— Children in the Child Protection process;
— Children and young people with Learning Disabilities;
— Children with Autism Spectrum Conditions including Asperger’s;
— Children and young people with Physical or Sensory Impairment.
