II.1.5)Short description of the contract or purchase(s)

The contracting authority, Southwark Council is seeking to establish a Framework of Constructers to undertake “Construction and Engineering Projects”. The works will comprise a range of construction and engineering works on planned capital projects, long-term maintenance and engineering works to maintain and improve the built environment of the contracting authority’s built assets. In particular, the works to be provided will be mainly in connection with the delivery of housing programmes of work, works to hostels, TA Halls, and legal disrepair cases. It is anticipated that for Lots 1 and 2 (low and high value schemes respectively), works will comprise of a variety of internal and external works including kitchen and bathroom works, partial and full re-wires, roof renewals & repairs, windows renewals & repairs, refurbishment and fitting of new front doors, balcony concrete & brickwork repairs, external & communal decorations and fire safety works. Lot 3 comprises replacement or major refurbishment work to boilers, mains and internal works on district schemes. Lot 4 comprises stand-alone communal and domestic internal electric works. It is further envisaged that the successful applicants could undertake a range of construction related services on behalf of other Directorates within Southwark Council. Four multiple provider lots will be established. Framework Operators will compete in mini-competition in accordance with the terms laid down in the Framework Agreement and call-off contracts. Further information is set out in the PQQ.
Applicants should note that the establishment of this Framework does not constitute any guarantee of work and is non-exclusive. In particular, the Authority has in place existing term based contracts to deliver similar services to those set out in Lots 1, 2 and 4 until 2015 with the potential to extend up to 2020. Therefore, the scope of works “called off” under the framework may vary dependant on whether these existing contracts are extended or not. Furthermore, applicants should note that compliance with the Service Charges (Consultation Requirements) (England) Regulations 2003 in accordance with Landlord and Tenant Act 1987 shall apply where any work which causes an increase in the lessees service charge or which requires a payment by the lessee in excess of the statutory sums. Accordingly, leaseholders may make nominations where works are “called-off” under mini-competition. Therefore, nominated constructors who are not on the framework may be afforded an opportunity to tender on individual projects. Nominated constructors will need to meet the Council’s minimum requirements as set out in the PQQ and the evaluation criteria set out within documentation issued under mini-competition.
For works that are above EU threshold and where a nomination is made by a leaseholder then the project may be subject to a separate OJEU tender.

All pre-qualification questionnaires must be requested and submitted by the time and date noted in Section IV.3.4. The Council is not liable for any costs (including any third party costs, fees or expenses) incurred by those expressing an interest in or tendering for this contract opportunity. The council reserves the right to withdraw from or discontinue the procurement process, which shall include the right not to award as a result of this call for competition. The council strongly supports and implements its Fairer Future programme, details of which can be found on its website at www.southwark.gov.uk. Further details about the council’s requirements for the framework, which are linked to the Fairer Future programme and other corporate policy, will be set out in the ITT and contract documents.
