Wigan Council cannot guarantee to call-off any specific quantities/work during the framework agreement period and there is no obligation on Wigan Council to purchase services from provider(s) during the term of the framework agreement. Individual contracts raised under the framework agreement can commence at any time after the commencement date and will depend upon the local circumstances of Wigan Council. The majority of the “home to school/college” contracts where offered will begin on the first day of the Autumn school term 2012/13.

II.1.5)Short description of the contract or purchase(s)

Wigan Council is prepared to receive applications to be included on a framework agreement relating to the provision of special educational needs (SEN) and social transport.
The framework agreement will cover the transportation of both children and adults on various regular scheduled and ad-hoc journeys in minicabs, minibuses, Hackney Carriages, tail lift vehicles and multipurpose vehicles. Clients using the service may be vulnerable and may suffer from learning disabilities, behavioural problems, have sensory or hearing difficulties, an autistic spectrum disorder or another physical disability.
In order to meet a variety of transport needs the successful contractor(s) must be able to provide as a minimum one of the following vehicle options for all services as required:
(I) Four seat standard taxi;
(II) Black cab;
(III) Multi-purpose vehicle (MPV) up to eight seats;
(IV) Minibus (eight to sixteen seats);
(V) Tail lift vehicle (minimum three hundred kilogram tail lift required) and
(VI) Sixteen seat vehicle and over including coaches.
The framework agreement will be used as a mechanism through which Wigan Council will procure taxi and minibus transportation. The framework agreement is the agreement between the council and the provider which establishes the terms under which the provider will enter into any call-off contract with Wigan Council during the period which the framework agreement applies. It is the intention of Wigan Council to establish the framework agreement with multiple organisations across multiple lots.
Individual contracts raised under the framework agreement can commence at any time after the commencement date and will depend upon the local circumstances of Wigan Council. The majority of the “home to school/college” contracts will begin on the first day of the Autumn term 2012/13.
The duration of the framework agreement will be two years with the option to extend for up to an additional 2 years. Any extensions will be subject to satisfactory performance, continued value for money, local authority requirements and policies, market forces and/or changes in legislation.
The closing date for applications to the framework agreement is Monday 23.4.2012 at 12:00 noon. This represents the deadline for the completion and return of all tender documentation as per the instructions outlined in the instructions to tender.
