The Royal Borough of Greenwich is procuring a new Special Educational Needs (SEN) primary school building at the existing Willow Dene Primary School site at Swingate Lane, London, SE18 2JD. The proposed scheme is to provide a new SEN Primary School including swimming pool, refurbishment of the existing foundation years block and formation of new external play areas, car parking and landscaping built in four phases.
The first phase being site preparation and the construction of a two storey element of a new build which would comprise 16 classrooms with associated facilities and a plant room.
During phase 2, pupils from the current Key Stage 1 building would be decanted into the new two storey building, the existing Key Stage 1 building would be demolished and developed with further new build accommodation and a link to the existing Foundation Years Building. The new build school would accommodate the Foundation and Key Stage 1 pupils during phase 3.
Phase 3 would see refurbishment works to the Foundation Years Building completed.
Phase 4 would permit the occupation of the new build school and the refurbished existing building while demolition of the existing Key Stage 2 building and landscaping works take place.
The scheme will provide approximately 4,275 sqm gross internal floor area (GIFA) of New Build including swimming pool and approximately 1,238 sqm GIFA of refurbishment.
To meet planning requirements, it is anticipated that the scheme will achieve BREEAM Very Good to Excellent and provide renewable energy solutions.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: Royal Borough of Greenwichl has incorporated a minimum10 calendar day Standstill Period after notification to unsuccessful applicants of the award decision. The period allows unsuccessful suppliers to seek a debriefing from the Royal Borough before the contract is entered into and provide an opportunity to seek to challenge the award decision before it is implemented.
The Public Contracts (Amendments) Regulations 2009 provide for remedies through the High courts (England, Wales and Northern Ireland) to be sought by economic operators who suffer (or risk suffering) loss or damage as a consequence of a failure by the Royal Borough to comply with certain provisions of those regulations and/or certain EU Community obligations relating to procurement. In summary, proceedings must be brought promptly and in any event within 3 months of the date on which grounds for bringing proceedings first arise. The relevant court will have discretion to extend the deadline if it considers there is good reason for so doing.
