The Contracting Authority is seeking to procure a single Economic Operator (Contractor) to lead a team of specialist subcontractors for the provision of Servicing and Maintenance of Specialist Security Systems Services across the Northern Ireland Prison Service estate utilising an NEC3 Term Service Short Contract. The Contract is for the provision of planned preventative, reactive maintenance and the essential replacement of equipment for Access Control, Locking systems, staff alarm systems, CCTV systems, Fire Alarm, electro hydraulic gates and turnstiles, cell call, intercom, perimeter detection, key management and pegging systems across NI Prison Service sites. In addition to the sites indicated above, other occasional services may also be required (subject to the approval of the Northern Ireland Prison Service) to be undertaken for other Agencies or Arms length bodies of the Department of Justice (NI) within the boundaries of Northern Ireland.

Contractors / Consultants are required to be registered and have verified Level 2 status on Constructionline. Suppliers should have the minimum category value (estimated value) in at least 1 of the Constructionline categories specified above.

List and brief description of selection criteria:

Criteria shall be based on past performance; assessment of the Economic Operator’s economic and financial standing; and compliance with EU/UK Procurement legislation and do not form part of the. scored evaluation notwithstanding this, an Economic Operator and its Subcontractors must provide the information requested to ensure compliance. Economic Operators who fail to meet the minimum financial standing, fail to fully complete the compliance questions or for any other reason are deemed ineligible in accordance with the Public Contracts Regulations:

— Public Liability Insurance 10 000 000 GBP,

— Employer’s Liability Insurance 10 000 000 GBP,

— Contractors All Risks Insurance 1 000 000 GBP — normally contract value + 15%,

Experience of economic operator.

By reference to up to 3 specific projects completed within 7 years of the PQQP Submission Deadline, details of relevant experience as an Economic Operator that demonstrates ability to successfully deliver projects of at least a similar scope and complexity to this project (see Memorandum of Information). All submissions should fully demonstrate experience as a Lead Contractor and methodology used to successfully deliver similar projects on time and to budget and including management of resources and procedures for the delivery of the building services. Minimum level(s) of standards possibly required, Refer to MoI Evaluation Matrix and PQQ1 for assessment indicators.

The economic operators’ performance on this Contract will be regularly monitored. If an economic operator fails to reach satisfactory levels of performance the economic operator may be issued with a Certificate of Unsatisfactory Performance. needs to be updated for new guidance. The issue of a Certificate of Unsatisfactory Performance will result in the economic operator being excluded from all procurement competitions being undertaken by Contracting Authorities on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of 12 months from the date of issue of the certificate. CPD, in its capacity as a Central Purchasing Body, is administering this procurement on behalf of the Contracting Authority. The Contracting Authority expressly reserves the right:

i) to award 1, some, all or no Lots;

ii) not to award any contract / framework. agreement as a result of the procurement process commenced by publication of this notice or to cancel the procurement at any stage; and

iii) to make whatever changes it may see fit to the content and structure of the tendering competition and in no circumstances will the Authority be liable for any costs incurred by Economic Operators or Candidates. Any expenditure, work or effort undertaken prior to contract award is accordingly at the sole risk of the Economic Operator or Candidate participating in this procurement process. This project will be used to progress the Government’s wider social, economic and environmental objectives. No business whatsoever is guaranteed under any resulting Framework Agreement or contract indeed there is no guarantee that any framework agreement or contract will be put in place in relation to this Notice. No compensation etc will be paid if a contract or Framework Agreement is withdrawn for any reason. This procurement is governed by the Public Contracts Regulations 2015 and provides for economic operators who have suffered, or who risk suffering, loss, or damage, as a consequence of an alleged breach of the duty owed in accordance with Regulation 91 to start proceedings in the High Court.
