NOTICE OF CALL FOR EXPRESSIONS OF INTEREST

OxfordshireCountyCouncilisinvitingexpressionsofinterestfromorganisationstoprovideaNotinEducation,EmploymentorTrainingService(NEET)acrosstheCountyinordertoimprovetheprospectsofNEETyoungpeoplefromidentifiedvulnerablegroups(TeenParents,YoungCarers,CareLeavers,AsylumSeekers,Homeless,thoseinvolvedwiththeCriminalJusticeSystem,andthosewithLearningDisabilities).

TheDfEstatethatbeingNEETatthisageisassociatedwithnegativeoutcomeslaterinlife,includingunemployment,reducedearnings,poorhealthanddepression.Theseoutcomeshaveacostforboththeindividualandtheeconomy.LocaldatashowsthatyoungpeoplewithcertainvulnerabilitiesaremorelikelytobecomeNEETandthattheymayfacemorebarrierstoaccessingopportunities.

The service to be procured will provide the following:

  • Information,Advice&GuidancetosupportvulnerableNEETyoungpeopletoovercometheirbarrierstoaccessingpost16trainingoremployment.

  • SpecialistinformationandadvicetostaffwithintheCountysEarlyInterventionServicearoundsupportingNEETyoungpeoplefromvulnerablegroups.

  • RecordingtheprogressofyoungpeoplesupportedusingtheCountysdatasystems

  • Promotionofthisserviceandotherspecialistsupportavailableforvulnerableyoungpeopletomoveintotrainingand/oremployment.

Itisourintentiontodevelopamoreintegratedapproachtodeliveringthisserviceusingasingleprovider,orconsortiumofproviders,withcountywideresponsibility.

AsafirststageoftheprocesswewillbeholdingaproviderseminaronFriday27thJanuary.Ifyouareinterestedinthisopportunityandattendingthisseminarpleaseconfirmyourdetailsthroughexpressingyourinterestontheportal.

Applicants should note that they will need to register themselves on the portal first then express an interest in the opportunity. Registration itself will not automatically result in an expression of interest being communicated

Ourtenderprocesswillbeconductedunderanopenprocessbasedonanoutcomebasedspecification.ItisourintentiontoissueanInvitationtoTenderdocument(ITT)soonaftertheproviderseminar.

Thecontract,whichisexpectedtostartinJuly2012,willbeinitiallyfora2yearand9monthperiod,withanoptiontoextendforuptoafurthertwoyearssubjecttoperformanceandfunding.Theestimatedtotalvalueofthecontractover5yearsis£1million.

Oxfordshire County Council does not bind itself to accept the lowest or any tender subsequently received.
