Description of the goods or services requiredNorth Highland College seeks support for our ESF funded Personal Empowerment Programme for the first semester of Academic Year 2013/14 within the Caithness area. The contract will commence from Monday 19th August allowing time for client familiarisation and administration prior to the start of Semester One which commences on Monday 9th September. The contract ends on Friday 31st January 2014. This timescale allows for a one week handover at the start of semester two which commences on Monday 27th January 2014. North Highland College staff will provide support for enrolment and bursary applications. The target group for this programme are disengaged learners, school refusers, longer term unemployed, previous young offenders, referred unsuccessful applicants from other college courses. The provider must have experience of working with candidates with multiple deprivations Skills to engage with candidates who have been out of education work or training for a lengthy period Proven experience in dealing innovatively and effectively with long term behavioural problems. Experience of working with ex- offenders The provider must be able to engage initially with candidates and potential candidates and carry out team building exercises identify potential barriers to attendance advise on appropriate support required by individuals during course prepare the candidates for attending our Thurso campus 3 days per week monitor performance during settling in period, identify potential ongoing problems and suggest solutions Engage in monthly review meetings to ensure course and student objectives are being met Tenderers are expected to provide details of relevant experience as well as a timeline outlining how they will provide an innovative programme of the support required for the client group for the duration of the contract. The clients will move into mainstream programmes within the Thurso campus in Semester two.
