Description of the contract

CLG (Department for Communities and Local Government) are looking for a supplier (contractor) who will seek commercial sponsorship to support the implementation of the Department’s digital strategy (The Digital Partners Programme (DPP)), by enhancing our existing local government facing activities and reaching new audiences within the sector. 1) We are looking for a supplier (contractor) to provide communication expertise to augment our existing resources, to deliver the wider communication, marketing and digital transformation objectives of DPP. 2)This communication expertise is to be provided by the supplier (contractor) paid for through obtaining commercial and other forms of sponsorship, including sponsorship from small and medium sized enterprises. 3) The supplier (contractor) will support and deliver the ‘Really Useful Day’ event programme, which is part of the DPP, to reach greater numbers of digital managers as well as their non digital counterparts. The successful supplier (contractor) will support the running of an expanded timetable of the existing DCLG ‘Really Useful Day’ events which are held across the country, and attended by many Councils seeking to improve their digital services. It is expected that the successful supplier (contractor) will provide innovative marketing ideas on how to attract a diverse audience in every English Council. The maximum contract value is £20k. The contract would operate on a payment by results (PBR) mechanism. This will be based on obtaining the sponsorship, meeting the event’s objectives and providing a quality product. The two PBR criteria are stated below: 1) £10k on the confirmation required in September 2013, that sponsorship is obtained or demonstration that it will be obtained. 2) £10k at end initial term of the contract, dependent on 80% attendee satisfaction on feedback from 30 events. The initial term of the contract is an 18 month period. However, CLG reserves the right to terminate at September 2013. CLG reserves the right to extend the contract by a total of 3 years, awarded on a year by year basis. Therefore, the maximum contract length, including extension is 4 ½ years.
