Sportscotland is seeking to draw up a multi supplier framework of suitably qualified individuals or businesses to provide training and development support on a range of subjects internally for sportscotland staff and externally for governing bodies of sport across Scotland. The framework is split into 4 lots, lot 1 business skills, lot 2 communication skills, lot 3 leadership and management and lot 4 personal effectiveness. Further information on the Lots is attached to this notice and bidders may apply for any number of Lots but should state which they are applying for in the pre qualification questionnaire.

Precise information on deadline(s) for lodging appeals: The authority will incorporate a standstill period of a minimum of 10 calendar days at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two working days from notification of the award decision to request additional debriefing and that information will be provided a minimum of three working days before expiry of the standstill period. Such additional information should be requested from the address in section 1.1. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts (Scotland) Regulations 2012 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in a court of competent jurisdiction. Any such action must be brought promptly. Where a contract has not been entered into the court may order the settling aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may only award damages. An economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2012 may bring proceedings in the Sheriff Court of the Court of Session.
