Description of the goods or services required

The Scottish Public Pensions Agency (SPPA) is an agency of the Scottish Government and currently employs almost 300 civil servants. The site is located in the village of Tweedbank, close to Galashiels. The SPPA has so far attained the Healthy Working Lives silver award and we will expect the Contractor to work in partnership with us to attain the gold award.

The SPPA provides a catering service for staff which includes a breakfast and lunch service, beginning at 8.30 am and ending at 2.00 pm. The service is not subsidised by the SPPA however, the kitchen space, general utilities and a range of equipment is provided free of charge for use in the delivery of the contract.

The Contractor will be able to retain all profits made via the counter service, ad-hoc buffet lunches and vending machine.

Services to Be Provided

Breakfast – Breakfast items should be made available between 8.30 am and 11.30 am. Items to be available at this time should include, but not be restricted to:

Hot filled rolls

Cold filled rolls/sandwiches

Toast

Home baking

Scones

Yoghurts

Fruit

Hot and cold drinks

Lunch – Lunch items should be made available between 12.00pm and 2.00pm and should include at least one vegetarian option. Items to be made available at this time should include, but not be restricted to:

Freshly made soup

1 hot meal choice per day (Chef’s special)

Jacket potatoes

Salads

Toasties/Paninis

Filled rolls/sandwiches

Fruit

Yoghurt

Selection of home baking, crisps and confectionery

Hot and cold drinks

Vending Machine – The vending machine should be filled on a regular basis. Diet and normal drinks, crisps and confectionery should be made available, with a variety of flavours.

Ad-Hoc Buffet Lunches – A range of buffet options, required mostly for working lunches/meetings, will be required. Food should be self-service from platters. If requested, vegetarian and/or special dietary requests should be segregated and clearly identified.

Total quantity or scope of tender

The contract will be for a period of 36 months from 22 November 2014 to 30 November 2017. The contract may be extended for a period of up to 12 months by mutual agreement. Any extension to the contract period will be agreed in advance by the Contract Manager.
