St. Helens Council has a statutory duty to manage and maintain the local highway network, including public rights of way, to minimise disruption and ensure the safety of all users.
The contract is a framework for an initial period of 2 years with an option of 2 x 1 year extensions for civils and drainage work associated with highway, footway and public rights of way.
Schemes are at various locations within the Borough of St Helens with an option for other named Merseyside Authorities to access the contract.
The service is carried out under NEC3 terms and conditions for the Term Service Contract April 2013 Option A priced contract with price list.
The contract falls within the scope of the Construction Industry Scheme and confirmation is required in the bid documents that you are registered.

The proposed service includes:
— Major and minor highway and footway improvement schemes;
— Rear passageway upgrades to adoptable standard;
— New footpaths and cycle-paths across public open space;
— Works associated with flood management and drainage improvements;
— Non-specialist repairs and remedial works for bridge and retaining wall maintenance;
— Off street car parks.
The value of work placed through the contract varies across the range of activities and as Capital Programme priorities change. The mix of schemes may also change from year to year.
The Employer does not give any guarantee about the actual value of work that may be ordered through the contract but as a guide the annual programme value has been about 750 000 GBP.
