Description of the contract

Under the EU Energy Efficiency Directive, all EU member states are obliged to require all ‘large enterprises’ (non-SMEs) to conduct organisational energy efficiency audits by December 2015 and thereafter every four years. The Government will be launching a public consultation in July seeking views on how to implement mandatory energy efficiency audits in to UK law. This invitation to tender is to provide detailed analysis of consultation responses and advice to Government to support development and implementation of this policy. The successful organisation will be responsible for helping Government formulate delivery of a policy which we estimate will affect 7,300* of the largest organisations in the UK. Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC Standard Terms and Conditions, which are available on the main DECC website – and will be issued to organisations invited to submit a tender bid. Completed tender submission must be returned by post to DECC, address given at the top of this advertisement, by 23:59 Tuesday 4 June 2013. We require 3 hard copies (one of which must be signed). Electronic versions of your bids are to be sent to both Martin Adams ( and James Chapman ( Interviews, if deemed necessary, will be held on 13 June 2013 (suppliers will be notified of this by 7 June 2013). If successful and upon contract signature, the supplier be expected to attend a kick-off meeting taking place on 24 June 2013 (this date is subject to change).
