Description of the contract

MEDICAL COUNTERMEASURES FUTURE STORAGE SOLUTION The Medical and General Supplies (M&GS) Team is part of the Defence Equipment and Support (DE&S) Organisation. Its role is to ensure the timely and most cost effective provision of medical, dental and veterinary material, blood and blood products, technical and medical logistic support and trained personnel to the UK Armed Forces world-wide both in peacetime and times of conflict. The Authority has a requirement for the provision of a Good Manufacturing Practice (GMP) and Good Distribution Practice (GDP) warehouse facility in the UK to store up to 4 medicinal products (20m3 of refrigerated pharmaceuticals (2 – 8?c) and 22 m3 of ambient (8 – 25?c) schedule 2 controlled drugs). The Contracting organisation will be required to hold the following licences: 1) Wholesale Dealers Licence to permit the storage and distribution of Medical Countermeasures, as a minimum this must cover: a) Prescription only medicines b) Biological products c) Cold chain products d) Small volume sterile liquids e) Non sterile liquids f) Solid non sterile dose forms g) Unlicensed products from other European Economic Area (EEA) member states h) Unlicensed products manufactured or imported by the holder of a Manufacturers Specials Licence 2) Manufacturers Specials (MS) Licence to permit the import of products that are unlicensed in the UK from overseas. 3) Manufacturers Import Licence (MIA) to permit the import of licensed product from overseas. The Contractor must be licensed for batch certification of aseptically prepared and terminally sterilised sterile products and non-sterile products. 4) Home Office Licence to permit the storage and distribution of Schedule 2 Controlled Drugs. The contractor will be required to provide a nominated Point of Contact (POC) who must be contactable 24/7 and have the authorisation to act on the instructions of the Authority. The contractor will be required to conduct all work to the relevant GxP (good practice) standards as laid down by the Medicines and Healthcare products Regulatory Agency (MHRA) or European Medicines Agency. Qualifications: Potential Providers expressing an interest in tendering for this requirement may be required to complete a Pre-Qualification Questionnaire (PQQ) exercise, and may be asked to provide supporting documentation, including proof of the licences detailed above. Pre-qualification will take place if the Authority receives more than 6 expressions of interest. If less than 6 are received the Authority will proceed straight to Invitation to Tender (ITT). Supporting documentation will then be requested at ITT stage rather than PQQ. Award Criteria: The most economically advantageous to the Contracting Authority (MEAT). Specific evaluation criteria will be detailed in the Invitation to Tender (ITT), this will include compliance with terms and conditions and price. Tender Panel selection criteria: The Tender Panel will consist of Potential Providers who can best demonstrate an ability to meet performance targets, technical ability and who have a detailed understanding of the requirement.
